AUGUST 11. 18C Rich Men's Estates. The disposition of their money after deith is n source of much tribulation te the millionaires of whom our age is producing be many; especially when they hae no children te become its natural inheritors. Mr. Tilden, with his characteristic caution seems te have reached no final conclusion himself as te the best use te be made of the fortune he had te leave behind him, and after liberal prevision for his collateral re lations, has appointed three executers and trustees te whom he gives a large latitude of discretion as te the disposition of his accumulation. Perhaps it would be a geed thing both for the public and the childless millionaire If the law should step in with the declara tion that the public should inherit u here there are no children te take; in ether words that a heavy tax should be laid upon collateral inheritance. Pennsylvania im poses a tax of five per cent. ; and we are bound te say that it does net seem te be a very popular tax. It is laid upon all ejtates.large and small,and herein perhaps is an error. The state need net take any share of a small estate for any reason of public policy. But when the property te be disposed of reaches up into the millions it may advantageously come in te take a big share of it. There would net be a great many people affected by it, and these who are would net have much te growl about, since they would be getting a geed deal mere anyway than they hae any special claim te. The trouble with the disposition by millionaires of their estate te charitable uses is that there is no sjstem about it, and generally but little wisdom. "With all the money dispensed in charity by the dally in creasing list of sources of distribution, there ought te be relief for all the deserv ing sufferers in the land; and still the crentl of UJp-scekers docs net diminish. This state spends millions in charity ; ether states are as liberal. The United States distributes many millions in pen sions, and jet begging is net wauing. There should net be a beggar in the laud. It is true that public benevolence seems te be as much at fault in its distribution as private benevolence, and that the statu has net much better success than the dejiarting millionaire in alleviating suffering. Hut it would seem that if all the millien1' spent in charity were distributed from ene source a great deal better relief would be afforded than is new attained in the multitude of sources. This may be a case, hoer, where theory and practiceweuld net agiee. But if the state should take te itself a half of all childless millionaire's estates, it w euld at least find a geed use for the money in re ducing taxation. "Ueth Mings Flap Together. " It 13 Interesting te note that whatever differences of opinion prevail among the Pennsylvania Democrats and they are the necessary differences resulting from proper freedom of thought and individuality there is substantial agreement upon the general issues which most enter into the state campaign. Mr. Black, Mr. Wallace and ether prominent candidates for gover nor and leading men of the party who nave spoken, have been of one mind as te the propriety of subordinating questions of federal policy te the present and supremely important issues of state con cen cern, iu a campaign chietly for the election of state enlcers. There are honest and intelligent differences of epin ion among the Democrats of this state as te what particular duties should be levied en particular articles of import; there is none upon the general declaration that there ought te be a just and fair revision of the tariff in accordance with " the utterances of the convention which placed Mr. Cleve land as a presidential candidate before the American people." That platform, it is te be remembered asseverated that "many industries have come te rely upon legisla tion for successful continuance, se that any change of law must be at every step regard ful of the labor and capital thus involved. The process of reform must be subject in the execution te this plain dictate of jus tice," and that "the necessary reduction In taxation can aud must be effected with out depriving American labor of the ability ve compete successfully with foreign labor, and without imposing lower rates of duty than will be ample te cover any increased cost of production which may exist in con sequence of the higher rate of wages pre vailing in this country."
