AUGUST R. If. II Will Xet De. In the absence of Gen. Dearer his friend Cel. 1). II. Hastings and that veteran cam paigner and explainer, Galuslia A. Grew, have been down te Philadelphia working out a vindication of the Ilepublican candi date for governor from the damaging charge of the Times, that hU nail company pays its men in store orders instead of cash, contrary te the statutes of the common wealth In such cases made and provided. The gist of several columns of defense printed by the Quay-Uoeper organ te-day Is that some of the nail company are Demo crats ; the empleyes are paid in cash ; they ' are net required te deal at the store ; it was established at their request and for their convenience; and these coupons are issued for casli te save the trouble of keeping books; although bearing en their face evidence that they are geed for trade only, the explanation says, " unsold coupons can be returned te the eftlce at any time and be redeemed in cash. Although the cou pons have printed en their face that they are net transferable this is a mere safe guard in case the book should be lest by the owner te prevent the purchaser from less, as by notice he can at once step the flnderer wrongful possessor from appropri ating it te hisewn use and negotiating it ;" and Anally the explanation explains that ttie same system is in operation by the coal company at Peale, of which Mr. AY. A. Wallace is a director and legal adviser. Purthermere, the emplejes of the com pany have been procured te sign an address te Chairman Cooper, testifying te theli cordial relations with the corporation hir ing them and Issuing the shin-plaster store orders te them. " Methinka he detli pretest tee much."' People of experience knew exactly what a " company store " means ; it is generally the device of contractors and corporations te make a double profit off their labor. In remetu legions, unsettled and unprevided with mercantile facilities, such as are fre quently traversed by new railroad lines, it may be necessary for the convenience of werklnguien that their employers establish such concerns ; but " within a mile of Dellefente," a business centre for a cen tury, it seems reasonable that the supply of merchandise might be left te individual enterprise rather than that it be controlled by the same firm as gives employment te the workingmen and regulates their wages. The explanation furnished might possibly acquit Gen. Denver were he indicted in a quarter sessions court; it seems te indi cate that his firm has resorted te a Yankee patent te evade the letter of the statutory penalties, while violating the spirit and in tent of all such legislation. It will net nnswer for a candidate for governor. Moreover, it is a question whether the admitted practices of Deaver's company are net a violation of the act of June 3, 1835, which forbids the issue, sale or gift by any retail tradesman of nny "ticket or tickets, check or checks, or ether token or memoranda entitling such purchaser or customer " te money, trade or gifts. This is a statute for which we have no respect ; but, being en the books, a gubernatorial candidate ought te respect it. The Recerd of the Heuse. The Ilepublican general complaints about the remissness of Congress, and the at tempt te put the responsibility therefer upon the Democratic Heuse, are net borne out by their specificat'ens. Chief among these is the lament that Seuth Dakota has net been admitted as a state, nnd that the Edmunds antl-Moimen bill was net passed. These were effensive measures, and the failure of them will be easily tolerated by a sound public judgment. Dy killing them with neglect the Heuse atoned for some of its faults of emission. The failure te pass the Dlair bounty bill is another thing te be set down te the credit of the Heuse ; and for the defeat of legislation en inter-state commerce, the Senate is chiefly responsible, having insist ed upon a weak and emasculated measure of net doing it. The passage of the anti oleomargarine bill, nnd the failure te pro pre vide for trade dollar redemption, are dis creditable te the Democratic branch of Congress. The geed work of the Heuse was admirably summed up by Mr. Ran dall in a forceful speech in answer te the blackguardism of a New Yerk member. Mr. Itandall said : he.!U.r8)0Ut te "turn te the people He m '.J18'6- ?'" tne reoerd f ""la SS?T.?rtl.Kb6 ye'shed ana measured by K2int.lec.Uen win suew whether AertaJ?1 fni1 Ml'rral or the nubile dSiiS?SPefiiiW8 h.ave "treed te the Oi taken hni.,l.0tacrea of I"blte unaa ukeii by lnutiate corporations. Xobedy attempted te reply te this. They knew they gnawed a (lie. The Cutting Imbroglio. Congress having adjourned without ac tion in the Cutting matter, the responsibil ity is thrown upon the president. This was doubtless the intention, ns the case is one in which the merit of any policy will be tested by Its success, aud the members of Congress are net anxious te put themselves In n position that would be the focus of pop ular criticism, and en a matter In which the peeple feel se strengl) . If the president reinfeiceshis pieieus demands for the release of Cutting by a threat te seize the prisoner, that threat will have te be followed by extensive hes tilities if the demand is net complied w Ith ; and then there will b a howl from the enemies of the administration everwh.it will be Killed its recklessness. There appears te be llttle chance that Mexico will permit the matter te drift se far towards war ; and a geed loud threat will probably be all that is needed te make that government back down ; but the inci dent will give President Cle eland a chance te exhibit his backbone. It may be that the shifting of responsibility by I engress upon ills shoulders will only prove hew well able these shoulders are te bear it. There Is a taking short story of pedagogic evperlence. A material correction or an historical error is mude by Ilenson J. l.essing. The columns of an old Husten newspaper have been ex plored for advertising curiosities of a cen tury age. A young Lancastrian relates the pleasures of a drive Inte the country. Our philosophic contributor has the sixth paper of his " Vacation " series, en the natue aud intluonceorart. A " Day In Reme" Is a graphic sketch of the Eternal City. A com prehensive article tells of the build Ins asso ciations in Lancaster , and the local bio graphical .sketch has for its subject ene of the eldestand most distinguished cltbens of Lan caster, the sole survivor here of the constitu tional convention or lSS, and one of the few In the state. A continuation of graphic ex perience in Virginia is another of the geed things In te-morrow's literary feast. Hen. Jvmi:s C1a OonneN has made a very excellent record and a very forcible im pression in his brief career en the bench In Philadelphia. He will likely rcceUe the Democratic nomination unanimously, and it w 111 requlre a very strong appeal te debased party prejudice te defeat his election. m Helland, Belgium, and Denmark are all in a ferment ever the InelUciency et their poi eminent, and, although the froth en the surlace Is .Socialism, it Is evldentthat a steady motementef the poeplo towards the over over theow et their present corrupt government, and the establishment of popular rule, Is at the bottom. Amsterdam and '1 he Hague are the best equipped Socialist centres In the world, and It scorns probable that they will ere long And an opportunity te give their wild theories a practical test, ler the government of Helland is weak in the knees and must seen rail. Dr. Nlorven bills, the Dutch .Socialist leader, is a man of wealth and brains, and has for many years devoted both te the spreading et Social ism. He says that tbe peeple of Amsterdam are in such desperate plight that he and the ether leaders have all that they can de te re strain them from revolution. When they think the times are ripe we may believe that they will "let loeso the dogs or war" and "the Dutch will capture Helland, the Danes Denmark, and IlUmarck Helgium. Lenn IlARTiMiTON and Mr. Chamberlain have declared their Intention te unite the Liberal party, soparated en the lssue or home rule. The leaders et the opposition have tried by every means in their power te widen the breach, but apparently without avail, as the followers of Hartlngten have small sympathy with coercion In spite of tnelr opposition te the granting et a separate I'arllamant te Iro Ire land. It is probable that the union of the Liberal factions will Rrew mero and mere lirm until Uladstone, Hartlngten aud 1'arnell frame a home rule bill that will be acceptable te all factions j and they will all dlsappear In the triumph of Liberalism that will fellow. This consummation seems far enough away at present, but the Llberal-l nlenlsts cannot fall te realize that there can be no real strength in the government until the Just demands of the Irish ler tbe right te rule Ireland be iatlstled. Byrne each one, Tbe stastlstlcal Utile appended will show tbe enrolment and the average attendance lu each school both for tbe mouth of June and for the v ear ending June JO. The annual examinations for promotion were conducted by the superintendent as tar as pentile. Je the primary and intermediate grades be examined all the pupils In the highest class in reading and lu the subjects taught orally, Including physiology nnd hygiene; he also prepared all the questions for the written examinations In these grades including drawing, writing, arithmetic and the map of Pennsylvania, and gave lull directions te the teachers conducting these examinations. In the secondary and gram mar grades be oxamlned all the pupils lu the highest class In all the branches taught In tlie-se schools, marking all the books and papers except grammar graile papers In arithmetic and grammar, and the boys' books In book-keeping aud their papers in drawing. The condition of the schools, as far as It Is revealed in these examinations Is with few exceptions very geed, hi the grammar grade the greatest improvement is neticeable lu tbe degree of grammatical accuracy with which the papers are prepared and in the skill shown In designing from any elements submitted at the time of the examination. The skill shown in drawing, from memory, forms illustrative or subjects studied In the sciences was such as te encourage us te pre serve and extend this kind of work as a valu able auxiliary in the understanding and the teaching of suhjects in geography, physi ology and history. 1 his being the time designated for the an nual report, I desire te call attention tn the steady Increase In the number of pupils en rolled In our public schools whicb, inaklng no deductions for duplicate enrolments due te removals trem ene part of the city te another Hiid te occasional promotions has reached 1,330 exclusive of the pupils attending the night schools. The statistical stable will show that these pupils are with few excep tions very evenly distributed among the schools et the same grade. The few over crowded schools will be relieved when the additional rooms in the Lemen street build ing, ami the prospectivn new building at the corner et Walnut and Mary are occupied. He, tee, the disproportion between the number of pupils assigned te teachers or dlirerent grades Is rapidly disappearing. I'slng the average monthly enrolment as our standard or com cem com p'lrlsen, we llnd that there were -H pupils te a teacher in the high schools - In the gram mar, II in the secondary, 51 in the Inter mediate, and ill In the primary.
