The question is raised, in Philadelphia, as te whether a barber is an expert en wool. If this is net just the issue it is something akin te it. It is very net easy te tell Just what tlie matter in dispute is; the evident fact being that the disputants de net knew this themsches, or are net willing, at least, te discover te ethers th it they knew it. The Philadelphia Recerd is strongly for free wool, and the Press is Btrengly contrariwise. It will be noted that this is a quarrel ever the tariff. The Press has hired a high t iriff piofesser te maintain the high tariff doctnne in that thick and thin way, which is se custemarj te professors. The Recerd seems te be leaded down te the gunwale with free trade enthusiasts who can scenogeqdin any ether doctrine, nor any evil in the wildest practice of their own. Philadelphia happens te be a town where wool fabrics are largely manufactured; and the Recerd had a fair chance te see ad ecacy of free wool warmly sympathized with at a town meeting held the ether day te consider the matter and te boost free wool. And here is where the new issue carau in ; for one of the German band of barbers of the place, named Ilerwig, made a speech for free wool. The Prc.-s noted that Mr. Ilerwig was a barber discussing wool. The Recerd queried whether a barber bad net as geed a right as any ether man te discuss wool. The Press replied that while the profession of the barber is an eminently responsible one, it docs net particularly cenduce te an expert knowledge of w oel ; refraining, w e believe, with extraordinary self-control, from any intimation that there is a wool en which a barber is an expert, though it is net a manufactured wool, nor imported, though tua original plants were. If we may be permitted te settle this con troversy between our contemporaries, we will suggest tint c jr en n opinion is that whileMr. Ilerwig, as a barber, is net by his occupation entitled te be considered an expert in the wool weaving industry, or the effect of the duty en wool thereon, jet if Mr. Ilerwig se illustrated and emblazoned the question of free wool when he discussed it nt the Philadelphia meeting as te demonstrate tlie profundity of his information mid the soundness of his logic en the question, Mr. Ilerwig justified his appearance. As te this, opin ions will be apt te differ widely ; and we presume that it will never be settled unanimously whether Ileruig, the bar ber, did well or ill in uudei taking te instruct the people of Philadelphia .is te the effect of free wool upon their industry. There are no signs that Senater Ingalls has made an thing for himself, his party or his country by his malicious, vitupera tive, coarse and mendacious attack upon Pension Commissioner Black. At the same time it is notable that in. my of the party organs which usually hew 1 and shriek w hen an assault is made upon any Republican who happened te have been a soldier, have received this onslaught without a word of reproach for its author, or of defense for its object, if net with seme quiet encour agement. Thore are blind men, like the present chaplain of tlie United States Heuse of Representatives, whose gift of language compensates for the ab sence et ether facilities ; his lectute en what a blind man saw in Europe draws audiences, and pajs him better than any manual labor he could secure in full bodily health.
