MAY S7. 116 ItatUIng Vicious Legislation. Ex-Gov. Curtln made sv sensible ami manly speech in Congress en Tneail.iy against tlie extraordinary and unconstitu tional preposition te suppress the m.unj. facture of oleemargarino, by Imposing upon it an exorbitant tax, and committing the collection of it te the internal revenue department, which is exceptionally sharp and certain in the execution of its dtttie? and the discharge of its responsibilities. The whele case of the objections te such legislation was admirably presented by Congressman Curtin in two lines of argu ment. One of these is that there is no con cen con Btutienal warrant for taxation te extermi nate an industry, even if the trade be vicious. There is no pretense that the sug gested oleemargarino tax is for revenue ; it aims only te crusheut the manufacture. This is cowardly as well as unconstitu tional. Gov. Curtln well said : The Question should be dealt with In nfulr. open and manly manner. It this Is an uvll, correct it in the proper manner. De net meet It by the imposition or indi rection or an onerous tux, but let this government go straight te the mark, and it there is in this country pre duc-ed an article of feed which the peer will buy that Is injurious te health or spreads con cen con taxlen, as the gentleman from New Yerk has said, let us legislate it out of existence by an examination such as the bill provides for, and by adopting measures that Kill prevent its being given te the peeple. In the second place people have a right te eat what they please, and se long as its sale is net prejudicial te health, they are entitled te have it made for them and sold te them. Geed oleemargarino is better than bad butter and cheaper than geed butter ; te some tastes it is even preferable te any kind of butter, and concerning tastes it is net te be legislated. Gov. Cur tin said with ferce : The average Amerlcan man Is quite capable et judging whether butter made In this manner is geed or bad Ter him ; wliether it is n wholesome nrticle el loeil, or whether it is a source or contagious dlso.ise. With my ex perience or life I am willing te submit that te every American eitfreu, as te what W best for himself and family, and the Con Cen grens efthe United States can neither regit regit late his independence of action or appetite. As te feed there in a great variety of taste. When I was abroad I sw a man ou the Neva, from the frozen regions et the North, eat a tallow candle, atid lie looked as happy and choerful and complacent, and smlled aa pleasantly as my friend, the gentle man from New Yerk (Mr. llisceck), and uiv colleague from Pennsylvania (Mr. h'cett) would alter au elaborate dinner at Delmou Delmeu Delmou Ice's. There is much mere sense and wisdom iu this tliaiijn most congressional speeches!; and Gov. Curtin never showed te better advantage than en the right side of this question, which involves some fundamen tal principles. m The Case or Max n ill. "When the terrible weight of the testi mony against him is considered, Maxwell appears te have developed a fairly resjecta ble defense. There are points which ai pear weak, however, and it remaiustebe seen whether his cross-examiuatieu will net knock his explanation full of holes. His description of his feelings after I'rel ler's death will no doubt, have its intended effect en the jury, and he made a geed point when he said that being a foreigner lie did net knew that he would be permitted te testify in his own behalf, but thought that as in England he would net be allowed te make a statement in court. By the law of his own land it is pretty cer tain that he would hang, aud jet there seems a probability of his Innocence of murder The weakest part of his evidence is that relating te his conduct when a fugl tive from justice. Men overwhelmed with grief for the less of a friend de net com monly indulge in diamond rings and Mutes, but he will doubtless claim that he was in toxicated at the time of these purchases. m m Death In a Kiss. The sad death of little Georgie Cutler in Brooklyn a few days age from the effects of a kiss given te a dying grandfather, w he was suffering from bleed poisoning, should call the public attention te the extreme peril of the practice of kissing the dying and dead. The little boy's sister had kissed her grandfather when his system was thor oughly impregnated with poison, aud she was almost immediately stricken with diphtheria. She and her brother were con stant companions in iter illness, and bhe communicated her disease te him by kisses. He died aud the girl new lies between life and death. These facts are the most ixtent argu- ment against the indulcence of the nartic. ular sentlmentalism that sanctions as emi nently proper kissing the pale lips of the dead and dying. "When the life is depart ing out et IU clay tenement Is no time for this emotional display. And the abeve re corded case shows hew a giving away te the feelings that dlctate this line et action may bring in its train quick death te the living. A Celestial Lawyer. Heng Yen Chang, called in Anglo-Saxen Henry Chang, yesterday graduated from the Columbia college school of law. He is taller than most of the Chinamen oue Bees In this country and appears te be uuusually intelligent. His intention is te settle in America for practice, and he hopes te be admitted te the New Yerk bar with the rest of his class-mates. Mr. Chang has been in this country sixteen years, and Is extremely fend of it. He was matriculated at Yale college, having been admitted te the regujar academic course In that Jmtitutieu. Hid abilities in legal Investigation re among the finest in the class, and In some special branches of the law he has been unexcelled. Although a question of constitutional law might arise in his case when his application te practice In the New Yerk court is presented, it is probable that he will be allowed the privi lege through courtesy. AVhen Chinese cheap l.ilwr imadestbe legal profession there w ill be music in the air, and iu Congress. A I'M nun of American and flermsnelubs in Hartferd, Connecticut, li.ne long denied that they were liable te pay the pivl.il gov ernment tax for Hilling te their members beer, liquor, and cigars In the club rooms. The clubs based their objections te p.ylng en the fact that they were net doing a regular buslness, but restricted it solely te iiuinlers or their associations ; tli it It uas in no sense open te the public The commissioner of internal reenue has decided en the l.icts presented that the clubs must piy, ami has se notified tlie collector or internal revenue. He says : " Any course or selling, though te a restrictive class el persons, and te de se at a profit Is within the meaning el the statute Imposing a special tax," and th it " the inter. n.il revenue special tax stamp Is net altcense, but a receipt rer the tax, and Its possei-sleu by a social club does net imply that the club U n dealer iu liquors or tobacco in a commercial sene." TllK tariff tlig is being wildly waved iu the oleemargarino discussion In Congress. There is no need of this. Common sense Is all that is required te knock .1 hole iu this unconstitutional scheme. Tim public debt reduction gees right en, despite the strikes. The Mav statement will show a decrease el $12,000,0011. In view of the rapid spread or materialism among the moderns, the rollewlng statement ei the position of the Presbyterian Church Seuth Is timely and interesting : The church remains at this time sincerely convinced that the scriptures as truly and authemtively oxpeuuded In our "confession el faith" and catechism teach that Adam and live were I created, body and soul, by acts of Almighty that Adam's body was directly fashioned by Almighty Ged, without any natural unimal parentage of any kind, out of matter pre viously created or nothing; and that any doctrine at variance therevvitli is dangerous error, inasmuch as, by methods el interpret ing ecripture which it must demand, and in the consequences which by fair implication it will involve, it will lead te a denial or doc trines fundamental te the faith. Ir is a pleasure te record the fact that a number of ladies and gontlemen of the t'ennsylvania Historical society at I'hiladel phla, have takeu steps for the organization of a forestry association. The necessity ofseme such plan for preventing the wholesale tree destruction in this state has long been apparent. Professer J. T. Ilothreck siys that tlfteen percent of timber land would be con sidered a dearth, but at pre-ent about sixty aud a-hall per cent or the whele country re mains In timber land. The dangers from a timber dearth were a failure of water supply as well as of fuel, and an impure atmosphere. He suggested that taxes en forest laud should be abolished. This state should at once take an interest in the subject, feril'eiuisylvanl.i's timber lands are no longer oelf-Niipiiortiiig. The remarkable Incidents connected with it young lady's Invelunlary voyage across the Atlantic and Its surroundings of romance have excited the attention of the two worlds. Miss.Ieiirueaux. el St Heller, IMind of Jcr. soy, with lier companions en Sunday even ing in the middle of April went ler a row in two small skills. Her own gallant took her further than the oil er lxtt v euld go. Then, losing his ears, lie swam after them ; mean while the beat had drilted beyond his rrneh and he swam en shore.
