The Committee of One irundred in Philadelphia having disbanded, certain gentlemen there liave organized an as sociation with the avowed objects : First. Te sustain the constituted authorities in a faithful administration of the public ser vice. Second. Te secure a strict fulfill ment by public officers, empleyes and con tractors of nil thelr obligations te the city and te the citizen. Third. Te promote such legislation as shall be most condu cive te the public welfare. The associa tion will take no rt in nominations or elections te public eflice ; the members are te be residents of Philadelphia, without regard te party. There is unquestionably occasion for such a non-partisan organization In every municipality. The old Committee of One Hundred did some excellent service in its time ; It seemed te run te seed, possibly be cause et the impracticability of some of its members, the narrowness of their views and the personal prejudices which in spired their action. Hut undoubtedly there should be an organization in every city of anything like the size of Philadel phia, act as a check upon the professional politicians who seize upon its government for plunder. It seems that the class of men most in terested in geed city government will net work within the party lines te secure it. They will net attend the primaries and caucuses te control the nominations, and ence made by ethers they support them slavishly, having little choice between evils, unless some reliable authority which has their confidence investigates the case for them and reports upon its merits. The trouble is that these organizations often employ unworthy agents.and are themselves deceived and imposed upon, just because of their lack of knowledge of what they tee contemptuously style " practical poli tics." Tliere are Impecunious and irre sponsible adventurers always ready te go into their service, who often bring them te grief, between these and inexperienced and callow young men who liave no practi cal ability te manage such movements, the names of geed men are used and abused in fruitless if net unworthy service. The aim of such'an association is a high and worthy one, fit te receive the co-operation of geed citizens ; and we see no rea son why it should step short of taking a nanu in elections. Uetween clearly worthy and unworthy candidates it ought te threw its weight for the better. Hut we respect fully suggest that in its discrimination of men and measures the new Philadelphia association select an agent who commands and deserves te command mere general re spect than Mr. T. M.
