The failure 'of Jehn Iteach under the frown of the administration is net surpris ing since he has been sustained only by its favor. There has been little profit In his business and his contracts tire nearly all with the government. "With a favorable construction of them and a prompt ad vance of meney from it as the vessels proceeded, the financiering te get out even and te meet current obligations was easy enough ; but when the govern ment clearly indicated its disposi tion te deal fctrictly with its ship-builders it made their lead heavy and damaged their credit. Mr. Reach's works were very extensive at Chester and in New fork, and required a great deal of meney te keep them going. He says bis weekly pay-roll was $30,000. He has been a very large borrower, and with the navy department backing him, he borrowed readily. The great ease in the money market at present would have en abled him te continue te command all the money he wanted, probably, if bankers had net been alarmed at the refusal of Secretary Whitney te accept the Delphin and the apparent danger that he might refuse te accept the ether three vessels that leach has nearly completed. It is true that only a small balance of $20,000 Is un paid en the Delphin, but tbe secretary has declared his purpose te held Reach respon sible for the amount paid en her account, and probably would bae refused te pay anything further en account of the ether vessels that are being built, pendiug the Delphin dispute. Se it Is clear enough that It was the action of the secretary of the navy that precipitated this great failure, which is an undoubted calamity te the country. Yet the secretary cannot Ijo held responsible for thls.K his action was just ; as it cer- y cannot be denied te have been, if the Delphin was net what tlie contract called for, and if the builders were. lespensible for her failure te realize expectations. There seems te be no reasonable question that the Delphin is net as fast as Con gress expected her te be, nor as geed a sea beat as she should be. Uut it is net se clear at her builders were rcsionsible for this. t She was. built, It is conceded, under the immedlate direction and superintendence of the navy department, through an ad visory beard of officers, appointed for the purpose, who planned Iter and inspected ber, and seemingly are responsible for her. The attorney general decides that the builders are responsible for her failure te .meet the requirements of the law, netwith standing she may have been built as di rected by the government agents. If this is sound law, it is hard law, certainly ; and we doubt somewhat its soundness, despite its high authority. Uut whatever the law may be en this point, It is clear enough that the builders of the Delphin, if inne cent of her faults, will net be made te suf fer by Congress for the delinquencies of the navy department's officers. Mr. Reacli thinks tliat after a long life dovete.1 te the developing of the ship building industry of the government, lie is hardly used te meet at Its close abuse and less of fortune. Mr. Iteach has been the chiefest promoter of ship building indu try. IIe has been an aidcnt advocate against the doctrine, of free ships. In this position he isstrengly sustained by the f un- damental justification of a just protective policy, that it gives te the nation the abill ity te crcate within herself the things that she must have for an independent prosper ' ity. Ships are essential te us, and it is greatly te ouradvantage that we should be able te build them ourselves. But Mr. Reach's advocacy of this doc dec dec trine was greatly weakened by his personal .interest In its success : and hi3 standing in the country has been damaged by his evi dent disposition te use the government in illegitimate ways for the benefit of Jehn Reach.
