The Governer's Vetoes.
The governor has relentlessly exercised
his veto power and has slaughtered the
legislation" of the past session In iiiiuii-
' 'examplcd way. He has carefully ex
nmined the bills submitted te him, with the
aid of the attorney general, it is said, and
of. Secretary of State Stcngcnnidux-Scnater
Gorden ; and has completed the labor
within the thirty days te which he was
limited after the adjournment. Tlie work
seems te have been well done. The causes
named for the disapproval of tlie proposed
laws arc generally geed ; and disapproval
would have been justified even where ap
preval has been given. What is net clearly
geed Bhnuld never be put upon the Btatute
book. The doubt should always be in favor
of existing law. Change in the law should
clearly lx) Improvement te justify it being
made.
Legislatures act upon a contrary idea.
Legislation is considered geed In Itself and
is adopted unless clearly bad ; and even
when clearly bad, as the governor has
shown. Our laws, in fact, are net passed
by the legislature with an intelligent

them, but the many give no heed te such as
they are net especially interested in. Each
member has measures which he seeks te
engineer through, and they are net disposed
te interfere with the pet schemes of ethers
lest their own be damaged in retaliation.
The careful attention of the gover
nor nnd the attorney general te the
embryo laws, has beceme absolutely
unnecessary in view of tlie Heed of
crude, absurd and unintelligible bills
that make their way into laws, unob
structed and unpruued by the legislative
machinery. It certainly would be better
that the legislature of Pennsylvania
should never meet than that all the bills
it passes should beotinie laws. Our
only projection is in the governor's
veto va if the time should ceme that tlie
ferner should be as careless of the
public interests and
the legislature, we

a geed rule, but the governor does
net establish it by limiting himself
te the disapproval of the appropriations te
fourteen institutions, and approving these
te many mere which are net understate
control.
Our view, as we have often said, is that
charitable institutions founded by pri
vate bcnovelehce, should be left te
private benevolence te be sustained;
ami that geed Samaritan Tem, Dick and
Harrys throughout the statu, who gushing
ly get up hospitals, and dump them en the
state when they the or the in their geed
work, should net thus eiisily get rid of
their lead.
Every district in the state is entitled te
an equal proportion of the money which tlie
state has te expend for charitable uses.
There should be a per capita distribution of
it, and it pheuld be dispensed through
institutions controlled wholly by the state
and located in the districts entitled te the
appropriation. If there is te be a hospital
for every hundred thousand of the
population or for each million, the mil
lion or the hundred thousand are entitled
te its location centrally among them.
There Ib no propriety in the states emit
ting private individuals te crcate charit
abeo institutions where they please, and te
run them, when the state Is expected te
sustain them. The governor was net thor
ough or logical in his fourteen charity
vetoes.

of a public character and the legitimate

does the Times figure out that theso as

the same time te carry Pennsylvania for
Ulaine by 8,000 majority, when the in in
flueiice of the "scandals" was alike eiera-
