The governor has relentlessly exercised his veto power and has slaughtered the legislation" of the past session In iiiiuii- ' 'examplcd way. He has carefully ex nmined the bills submitted te him, with the aid of the attorney general, it is said, and of. Secretary of State Stcngcnnidux-Scnater Gorden ; and has completed the labor within the thirty days te which he was limited after the adjournment. Tlie work seems te have been well done. The causes named for the disapproval of tlie proposed laws arc generally geed ; and disapproval would have been justified even where ap preval has been given. What is net clearly geed Bhnuld never be put upon the Btatute book. The doubt should always be in favor of existing law. Change in the law should clearly lx) Improvement te justify it being made. Legislatures act upon a contrary idea. Legislation is considered geed In Itself and is adopted unless clearly bad ; and even when clearly bad, as the governor has shown. Our laws, in fact, are net passed by the legislature with an intelligent as unintelligent as would be in a We applaud the Governer 1'attisen sw i. u,- &,- is tf 5C $Bi m$ m r ah h& FiP . r-y 'i&. .. Hy 'fve EV . yi. appreciation of them. A few comprehend them, but the many give no heed te such as they are net especially interested in. Each member has measures which he seeks te engineer through, and they are net disposed te interfere with the pet schemes of ethers lest their own be damaged in retaliation. The careful attention of the gover nor nnd the attorney general te the embryo laws, has beceme absolutely unnecessary in view of tlie Heed of crude, absurd and unintelligible bills that make their way into laws, unob structed and unpruued by the legislative machinery. It certainly would be better that the legislature of Pennsylvania should never meet than that all the bills it passes should beotinie laws. Our only projection is in the governor's veto va if the time should ceme that tlie ferner should be as careless of the public interests and the legislature, we very unhappy state. freedom with which has exercised his power te stransle legisla tion. That he has vetoed se many bills Is a reflection upon the wisdom, and even sanity, of the legislature, but sr credit te him-'We would Jm'e had him slaughter still ether measures. There are foolish laws en the statute book? as the work of the last legislature, for which tlie governor is resionsible with it ; notably th&taw requiring public school pupils of all degrees te be taught the physiological efTec of rum. And we would have had him disapprove many mere of tlie appropriations for charitable institutions than he lias. Tlie fourteen selected for slaughter seems te be a small number te offer tip as a bacti bacti llce te the declaration which the governor seems te make, that institutions net con trolled by tlie state bheuld net be a burthen turan the treasury. That is a geed rule, but the governor does net establish it by limiting himself te the disapproval of the appropriations te fourteen institutions, and approving these te many mere which are net understate control. Our view, as we have often said, is that charitable institutions founded by pri vate bcnovelehce, should be left te private benevolence te be sustained; ami that geed Samaritan Tem, Dick and Harrys throughout the statu, who gushing ly get up hospitals, and dump them en the state when they the or the in their geed work, should net thus eiisily get rid of their lead. Every district in the state is entitled te an equal proportion of the money which tlie state has te expend for charitable uses. There should be a per capita distribution of it, and it pheuld be dispensed through institutions controlled wholly by the state and located in the districts entitled te the appropriation. If there is te be a hospital for every hundred thousand of the population or for each million, the mil lion or the hundred thousand are entitled te its location centrally among them. There Ib no propriety in the states emit ting private individuals te crcate charit abeo institutions where they please, and te run them, when the state Is expected te sustain them. The governor was net thor ough or logical in his fourteen charity vetoes. Net Quite Consistent. In further development of its ideas as te the distinction between n " personal war war fare " against political candidates and a searching inquiry into their political re cords and relations, the Philadelphia 2VniM explains that " n bitter personal campaign against Tililcn Mid a like personal cam paign against Gaifield, iillheityh held te the line of iluir puhlie record, ccitalnly con tributed te their success. There nan no leijiatl answer In (farJieUVs Credit Jlebilier erdc Gelicr ucerd, but the answer of the partisan feeling that esteemed it a virtue te be bittcily assailed by the opposition; and who will pretend that there w.is any logical answer te the social scandals that confronted both Jtkiine nnd Cleveland, or tothePlsher scandal against lllalne, ex cept that the country trusted and elected Cleveland and Pennsylvania lcscntcd the searching inquiry into Mr. Jllalne s rela tions with public affairs during the last twenty yeais, by giving lihn M.oeo ma jority." We de net feel confident thai we quite understand the feicu of these illustrations. If the assaults en Tildeu and Garfield were 11 held te the line of their public receuls," does the Timis mean te inthnatetliat what was offensive in these records strengthened the candidates with their own respective patties, because it was scled upon and made much of by the opposition V If " thcre was no logical answer " te the charge that Mr. Gai field had betrayed his trust and sold his inllucnce as a congress man, would the Times have us believe that this charge helped rather than hurt him l Again does the Times recognize no dis tinction between " the social scandals that confronted both lllalne and Cleveland " and " the Fisher scandal against Ulaine" V Surely the former were of the nature of "personal waif.ire," pure and simple while the latter was entirely of a public character and the legitimate subject of political discussion. Hut hew does the Times figure out that theso as saults operated te elect Clevcland and at the same time te carry Pennsylvania for Ulaine by 8,000 majority, when the in in flueiice of the "scandals" was alike eiera- tlve all ever the country? If they heliwd Cleveland generally they certainly did net give lllalne his W.000 here; and if te their influence is te- be ascribed a phenomenal local majority for one candi date, they cannot consistently be credited at the same time with the general election of liisepixment. We take it for granted that tlie Times docs net mean te say that " the Fisher scandal " had the effect of carrying Pennsylvania foflllaine by 82,000 plurality, while at the same time this or some ether scandal caused the people of ether states te trust and elect Jlr.
