His had long been the guiding spirit and thu con trolling hand of his patty in Pennsylvania. Gifted with a strong intellects coiuageeus spirit and the most' daring uiiseruptilous uiiseruptileus ness in publie affairs, Mr. Quay lias made the fortunes of most of tiie leading men of his party in this state ; helms- held the lie- publican councils in hand and has shaped and controlled the legislation of the state during nearly twenty years of his iewer. That power began te decline about 1S7S, when it seemed te have t cached its Heed tide in lleyt's election under his manage ment. Much of the lespeiiMbilitv for the bloody and cxiensive results of ttie 1'itts 1'itts burgtiets lies upon the issuing of a bogus executive proclamation, fabricated when Gov. ilartmuft was out of thu state and when Quay was his secictaiy. The raid organized upon tiie state treasuiy te teb it of four million dollars partferthc railroad, patt" forthe boys "the biibery of the legislatuie, the conviction of the biibers and their pardon, constitute a shameful picture of thb degradation of Penusjlvania pellticsand legislation, in all of which Mr. Quay wps the foremost figure. His part was unconcealed and his bad eminence is Riaenieu. If lie was no wure titan rTthera lie was at least bolder. The quickened moral sense of the common wealth restrained hint for the time from the goal of his ambition. lie found little satisfaction in the emoluments of a lucra tive eflice created for him by a corrupt legislature, lavish In its hencliccs ; and he turned ever at least the title of thu 1'liila xdelphia recerdership te ene of his creatures. The popular demand for the abolition of thcoflice again weakened him. The neglect of his party organization te re imbursa the iecuniary losses in its man agement; the mortification of having been tricked and defeated by Cameren and Ma gee in the state convention of 18S3 ; the failuic of his business enterprises and po litical ventures in Philadelphia, his defeat for the congressional nomination in his old district, and thu whispered scandal of his part in a conspiracy te despoil the state treasury and debauch the public service under the last Democratic administration of the treasury all of these circumstances had combined te transfer the sceptre of party leadership from Quay te Magee, who has had absolute control of the later conventions and the last legislature. New Magee's wave of success is broken en the strand ; and Quay has another Hew in his favor. With the courage of a desperate man, who had all te win and naught te lese, Quay proclaimed himself a candidate for the efllce which of all in the state he is most unfitted by temperament, habit, associations and antecedents te fill. Throughout the progress of his canvass, as well in all the proceedings of the conven tion, it was plainly te lie seen that personal sympathy and a sense of individual obligation were the only influences direct ing his nomination. A plastic body of weak men was meulded te execute his pro pre gramme, just as he laid it down ; and the few strong men in the body, whose heads shook with apprehension at the forecast of their cooler judgment, wete paralyzed by cowardice into silence. Ne such danger lias threatened the com monwealth in long time as would ensue from Qua) 'a election. Oue clear, strong Yeke tiileis own party, .could have irvcrted it. 'flint opportunity having passed un improved, the lespensibility new lies with the Democracy, which lias until Aug. Li) te deliberate upon the sttenglh and the weakness of the Republican nomination. One thing may be taken for granted Mr. Quay will net be the nominee en both tickets ; net this year. Railroad Combinations. ' The newspapers still insist that'the Penn sylvania railroad and the Sew Yetk Cen tral ate about te liodewn in peace together the former having the Seuth Pennsylvania and the lleach Creek railroads consigned te its tender mercies, while the West Shere falls Inte the Vandcrbilt maw; and all to gether combining against the Baltimore & Ohie te keep it out of New Yerk and off the Jersey Centtal. Just hew the rest of the Heading system is te be paititiencd around we are net ndvked, though ene authority says that it is te m ivrmHtcd te struggle along for, existence, with ninety percent, of the coal business, while the Schuylkill Valley gets the ether ten. The ability of newspapets te bettle tfe a fairs of men and nations in summary fadilen and at Muut notion is well known; bit ha;, never leen tnore fully exhibited than in this dissection, partition and ill. vision, in these deg days of July, of al out all the railroad property that is te be f Hind In tLI j part of the country. The Kepuhlicau Platfnrni. In the selection of a candidate thu lie publican convention at. least displayed courage, even though it waa the boldness of badness. In the construction of a plat form the body falls below contempt. Its deliverance i? weak iltivel, just what might liave been expected from the an neuncement that the weik waa let by suf ferance te visional' philosophers like Whnrtun llatker and political magpies like Joint Cessna. "What is new in it is net tt tie ; and what is lute is net new. It demands the tcpeal of the internal tax en tobacco, but the Democratic stale convention did that at A Hgutewn last year. It demands " an ad ditienal levy upon imports," whcieasllie last Republican national convention pledged its party " te certect the inequali ties of the tariff and te ieducc the sur plus"; it demands a "prompt tevivalef our cemmeicial maiine" which twenty five years of Republican rule have swept from thu seas ; it declares that "protection te American industry" is a live issue in the election of a slate tteasurer, and w.ints laws passed " te step the impoitatien of feieign contract labor" which has been carried pit by Republican manufacturers under Re publican laws, against which Democratic conventions have pietestcd fei eats,it demands " the establishment of a true sys tem of civil service," confessing by im plication that that established by its patty is a false system ; in fact the entite plat form. se far as it i elates te federal alTairs.is a plea of confession, with a very unskillful attempt at avoidance. The best answer te tlieatteiupt teairaign the Democracy for the failuie ufappuitioii ufappuitieii ment in this stale is furnished in the nom ination of thecouventien. Its candidate's influence defeated the apportionment bill of the last tessien. What Quay did his convention can liaully atr.tigu the Democ racy fei , with any consistency. But then there was no thought of consistency iu yes terday's wetk. It refused te demand the enforcement of the state constitution against railroad dis criminations ; and iu this 11 was consistent, for the whole course of the party and its candidatcjias been te violate and disregatd the supieine law of the common vealth. YVam it only a ceiucltlciieu tlmt nut ene of the Cameren l.iinily n.it present at the liar risljurj! convention ?
