The Hepublican membeis of the state Senate have at last agreed upon a Congies Cengies Congies bienal appoitieumciit bill; which lias te run the gauntlet of the concurrence of tlie Heuse, then of the governor's veto and, in case that is imposed upon it, it must ie ceive the votes of all the Republicans in betli branches of the Legislature, and of fceme Democratic senators before it can be come a law. It will be seen, therefore, that although two months and a half of the ses sion have elapsed, tlie Legislature is jet a long way from the discharge of its duty. There is nothing in tlie apportionment that the Republicans have drafted which betokens any gieat skill t making bhapely districts; any intention te de the fair thing or any ingenuity in grouping homogeneous counties together in the districts made up of several counties. Tlie new district te which the stale is entitled by leasen of its increase, of iiopuldtieii a larger absolute increase by the way, than that of anyether stale is abseibed by Philadelphia, which has about twice as many members as it needs new. Bucks and Montgomery, undivided, are allowed te make a district, which is a very fair one ; ae are Chester and Delaware. Lancaster is allowed te stand in its integrity,itis Hepub lican ; Beiks lias Lehigh hooked en te it, te cheat the Democrats out of their lights. AVayne, Pike, Menree, Caiben and Noitli Neitli Noitli ampten are gathered into one distiict se as te absetb all tlie Democratic majeiitics in that section of the state. Susquehanna and Lackawanna are unequally eked to gether ; they have nothing in common ; the coupling is made for partisan advantage only. Schuylkill is left stand single ; and also Luzerne ; which is net a bad deal for the Democrats, who ought te be able te surely carry both these distiicts. The Cambria, Blair, Bedford and Semersetdistrict; and tlie Seventeenth, composed of Cumbeiland, Yerk and Adams,are left with their present relations unchanged. Tiega and Bradford, certain te ballast a Hepublican district, cover up Wyoming and Sullivan. The Eighteenth as usual, is of featful and wenderf til con struction, stretching ftem Franklin te Union, inclusive, and snaring mere eats in u bag than any ether of the combinations. Centre, Clearlleld, Elk, Ferest and 'ela tion make a nice nest of Democratic coun ties; likewise Clinten, Lycoming, Colum bia, Menteur and Northumberland.
