The Democrats of Fhiladplpliia liavc dis covered what they ought te have knew n and acted upon long age, that when a mi nority party, under the minority system of representation, can only elect a certain number of candidates, it is foolish policy te nomlnate mere. The most general trial of this system of representation in Penn sylvania hr.s been in the case of count) commissioner, of whom three arc elected in every county, and no voter can cast hid ballet for mero than two. This makes it certain that a single nominee of the miner ity can be elected; and the election of mero than one is Impossible iinlew by seme ex ceptional circumstances the minority party becomes the majority. Nevertheless in many districts the minority, of whichever party, nominates two candidates and lets it te the decision of chance at the polls which shall be elected. The result is that their friends engage in a game of throat threat cutting and of affiliations with the opposi tion, which breed intense demoralization and leave all sorts of trouble behind. .Notably has this been the case in Philadel phia and Allegheny, where the Democratic nominations of two candidates for county commissioner has always precipitated a fight upon the party when it should be harmonious, and lias driven both elements into bargains and trades with the enemy that have been disastrous te the morale and discipline of the organization. The case stands still worse in the matt r of the election of police magistrates in Philadelphia, of whom twenty-two were te be chosen, and it was clear from the outset that the republicans would elect fourteen, and that the Democrats could net get mere than eight. Xevcrtheles 1 they nominated fourteen and invited what they get a bit ter family light rings, within rings, slates and combinations, trades with Republicans-treachery and misunderstandings that will distut b their organization for long time te come. All this could have been avoided and Just it many magistrates se cured for the paitj if the convention had manfully met its responsibility and made the eight nominees who were the choice of its majority. Hallcr Gress, eq., for select council, bavin; been traded off for Democratic can didates for pelire magistrate. Tlie Itepublican major of Philadelphia and the chairman of the ltepublican city cemmitte, are having a lively iuarrel ever the collection and disbursement of a tax that was levied upon the police force for aid and relief of the patty at tlie election there en Tuesday. It seems that the levy raised 54,000 ; the mayor get the money, sent $l,i00 of it te Chairman Leeds aiid applied the balance te such needs and pur pur peses as lienefltted himself and his party conjointly. Thereupon Mr. Leeds indig nantly tent back tlie poitieu of the money received, Intimating that he wanted all or none ; nud In an interview he declares that Smith distributed the tnejt of the money himself, because of his quarrel with Leeds, which am) out of the fact that Smith lied te him; and smith retorts that Leeds tried te put incompetent men en him, and he will take the responsibility of directing tlie expenditure of the money that he collects by levy en his appointees. The dirty linen that is being washed se publicly by these eminent gentlemen will of course offend the geed taste of the bet ter citizens of Philadelphia, who may fed some humiliation at tlie exhibition which their mayor Is making of himself.
