The Silver Cefnngc. The silver question is engaging tbe nt nt tfiitien of both Houses of Congress under the stimulus of the decided opinion of the president-elect that it is supreme nonsense te be coining silver coins for storage, and for which there is no demand as currency. The sooner this practice is stepped the bet ter it will be; but there is little likelihood thalCengiess will reach a conclusion upon the subject at this session. The legislators who originally secured the passage of the law coining biker, for which there was no demand, are still around and still live in the hope that the demand will come if the mint is kept going. "We have been coining buzzard dol lars for years new and they cannot get away from the treasury. They have been utilized as the basis for silver notes issued te represent them, but these notes enjoy but a limited circulation, as banks de net want them, seeing that they represent a less value than their face, because the sil ver dollars for whicli they call nre net equal in value te geld dollars. Among the prepositions introduced into Congress is ene by Senater Morgan te leave it te the president te sty at the beginning of each month whether there shall be any coinage of silver dollars during that month and hew much. There does net seem te fi any wisdein in this suggestion. Congress can just as well see and say each year what the coinage shall be as can the presi dent, and the control of the ceinage should hardly be surrendered by Congress. Jlr. Dersheimer has presented a bill which provides for the unlimited coinage of silver dollars of -ISO grains, the present dollar having but 412 grains. It proposes that a year shall be allowed during which the present dollars may be exchanged for the new ones, and after that they shall be uncurreut. The new dollars ate made a legal tender. Silvur is te be coined into thein without charge en demand. ?.etes may be issued whicli will be payable In these d hilars or in bars of sil ver of equal fineness. The object seems te be te increase the intrinsic value of the silver dollar te keep it en a level with geld. And cerlainlv it would be well If the coins of Iho two metals could be kept nt hOKime lelative value. But this cannot easily l'odeno;nnd thoquestien is whether Congress should call in its silver ceinage wh-never the disparity of its value with tint of geld shall be tee great, and start the two coins afresh en their race for circulation. The legislation will need te be frequent te keep the metals en a level. After a while the Dorslieimer dollar, of 4S0 grains, may be worth mere than a geld dollar, se that it would pass out of circu lation. "Whereupon we will have- te come back te the Buzzards. There may be no great harm in this if Congi ess is willing te stand the cost of fre quent coinage. Silver and geld maybe kept en a level, however, at a less cost, prebablyj by heating the silver in the trea sury as bullion, and issuing the notes based upon it, with a premise te pay the number of grains of silver per dollar that will be equal te the value of the dollar in geld. The United States would stand the heavy less of the fluctuation in value of silver, if it should de tliis ; but practically it stands a geed pait of this cost new in leading itself up with silver that no ene wants and which depreci ates en its hands. If geed policy requires Iho government te keep silver in Large cir culation it must put it and keep it en a level with geld and pay the piper for the cost of the music. 3Icn and Things Te Be Remembered. New B. F. Je lies, chairman or the He publican national committee in the late campaign, ceme3 te the front and says that he feels sure that Cleveland will be a geed president; he has Ills best wishes ; he al ways admired him. personally ; and, Mr. Jenes adds, " in the personal fight against him neither I nor our committee took any part." The praise which 3Ir. Cleveland has wen from his opponents, since tlie election, is very high tribute te ills geed qualities tind admirable conduct during the trying times, that have succeeded his nomination and the embarrassments that have surrounded him since the election. The grace with which seme of his po litical opponents have yielded te tlie in evitableand therein showed better taste and better sense than Blaine should net, however, render the public unmindful of the Indecent and malicious personal cam iaigu made against Jlr. Cleveland. It was conducted with such system and urged with such persl3tance that the most guile leta person could net believe that it was thd result of anything less than an organ ergan organ ized system of introducing and practicing such modes of warfare. Mr. Blaine lias already been very closely connected with the dirty business ; and that it had Ids hearty t.ympathy, if net his acthe support, can new be liardly questioned. Ills closest personal aud political friends had Immedi ate supervision 0f it. JMr. Jenes does him self credit in washing hi3 hands of it. The malignity and filthy-mindcdncss which conceived the idea of printing ene sei t of pamphlet issued by Blaine's scan. dal bureau, nnd of bending them direct te clergymen and ladie3 eminent In society showed it depth of depravity never before sounded In our politics ; and the revelation of it w a a hoi rer only mitigated by the fact tliat such methods will never obtain again. The pcople who resort (e them will find the recoil mero destructive than the discharge. There is a let of postmasters who were undoubtedly accessories te this indecency. Had any ether such wholesale- distribution of obsccne literature, In eiwn envelopes, geno through their mails, they would have promptly checked it and would have had Antheny Comstock nose out the senders. They winked nt the offenses of the politi cians, with whom they connived ; and thc should be made le walk the plank among the first. mm m The Leral Elections. The city tax Is by long ebbi the heaviest thntthepeople have te bear, and the mu nicipal government is the one that comes closest te their homes and personal inter ests. In theory it is separated from the broader issues of state and federal politics, and the elections for local ellicers are held ati time remote from the ethers. Never theless the voters manifest the least con cern in them. They seem te be entirely indifferent te the character of nominations made, and no effenslvencss of nomination is relented at the polls. In fact, the mere odious a nominee is the better Ills party rallies te him, apparently, in this town ; and if then be defections from the ranks of his ewnputy, thcoppesltlon cm be read ily recruited In his behalf. Very notable proof of this was furnished in Lancaster yesterday, especially in the contest for alderman in the Fourth ward. A better test could hardly be asked than was afforded by Alderman Spurrier's candidacy for re-election. It was uttetly destitute of merit, and hadn't a redeeming feature. And se a considerable number of his own party thought, and lieltrd. About an equal number of Democrats, soine by purchae and soma for icrsenal favor, supierted him. Se it went ever the city ; aud the clese of election day found the municipal government mero lirmly in the hands of a ring of jobbers than ever before. The people have set the seal of their ap proval upon malfeasance and misgovern misgevern ment. The officials whom they have chosen will promptly recognize this ; and there will be a fine crop of whirlwind reaiied from yesterday's sewing of the wind. "Well, what are you going te de about tt?" U'm. -V. Ttceed,'tutetman. Tuesn who are advocating the scientific study of the result j of alcohol in tbe public schools will have a hard nut te crack In the casoef Chief of Pollce Ilrnun, of Pittsburg, whose death recently occurred In that city. During his lifetime the chief was devetedly attached te beer nnd ice cream, nnd It might have been supposed that the lining of his stomach would show seme of the effects of nlchellc liquors, even though the cream pre pre sence might net be detected, rtut an autopsy rovca'ed that thoceatlligoftho stomach was perfectly sound, and a careful microscepical examination showed net tlie slighest trace of poison In any of the stemachic apparatus. This agitation of scientific tenipcrance in struction may have the effect of uprooting an old-tlme fallacy. It is understood that a quiet movement is en feet in behalf of William 51. It is net the first time that turpitude has triumphed ever rectltude ; but truth crushed U earth will rise again. m OovcnNen Tattise.v need net make further delay In appointing an alderman In tlie Sixth ward te till tlie vacancy occasioned by tlie death of Jeseph Samson and which has been waiting empty for bevcrnl months.
