Takleg Care of Grant. The Heuso has refused te vete Grant Inte the retired list of the army, although nearly two-thirds of the members were fa fa verable te the preposition. Among these who yeted against the bill were some who were In favor of the object of it, but who objected te the form of the bill as ene likely te secure the president's veto. It specifically names General Grant as the man te lie put en the retired list, and the president has heretofore vetoed a bill of like form for Perter. The Senate has passed a bill te get around the president's objection. It docs net name Grant, but effects its object by words of circumlocution. The Democratic congressmen generally arc net willing te help the president te crawl out of his hole with any such devious de vice. If he Is In favor of Grant being pen sioned off en the country they want him te say se. Seme Democrats, hewever, are se full of their desire te impose Grant upon the pen sion list of the country, at a great salary for doing absolutely nothing, that they say they will vote for nny kind of a bill that will accomplish the object. Mr. Randall Is said te be of that number. As Mr. Bandall has achieved a high reputation as an economist in Congress, his position in this matter is notable. It shows that he considers that the country is under en obligation te Grant, which it has net yet reqnited. General Rosecrans thinks otherwise. He veied against the bill because he thought that Grant had been rewarded beyond his deserts already and that he was a greatly overrated soldier. This is the opinion of a great many people and it is a growing opinion ; but it is evidently net the opinion of a majority of Congress. General Grant has within the past year exhibited himself as the partner in a Arm of speculators which was able, under the influence of his naino,te de a bigger swind ling business than any firm overdid before But it is net for this probably that con gressmen want te reward Grant. It is be cause he did net knew his partner was a swindler, because he was himself swindled, and because he has only 412,500 a year te live en. "We have te say te Mr. Randall, or any congressman who proposes te place Grant en the retired list, that we lielleve the opinion of tlie people te be against the measure ; because they consider $12,500 a year te be sufficient Income for even an ex president nnd ex-general ; nnd because they de net believe that they are under any obligation te lift their ex-presidents and ex-generals out of,the mud if they have net sense enough themselves te keep out of it. General Grant has been president and banker since he was general, and he has net been distinguished for his wisdom in either place. He has been n dead fail ure everywhere out of the army. And if he is slung back into it new, the only ex cuse for the vote of a rational Democrat te deit must be that he fears te trust the il lustrious blunderer te be loose in the land. Incompetent Legislators. It has been forty-three days since the legislature of Pennsylvania met. It has passed ene bill and that has beeu vetoed. There is every indication that the session will be prolonged and unprofitable. The only three subjects of real importance be fore the assembly are these of apportion ment, appropriations, and the enforcement of the previsions of the new constitution touching the regulation of corporations. Upen none of these does the majority parly in the legislature seem te have any well-defined public policy, and nobody of nny strengtli or importance in that body is pushing any of the leading questions te settlement. There is n most lamentable waste of time and lack of directness in the management of our legislative business. It is palpable in the proceedings of Congress new, where the great appropriation bills arc driven through under whip and spur, after the waste of much time in profitless discussion of empty issues. It is even mere apparent In Harrisburg, where the incempetency of the legislature is most forcibly attested by its inattention te public business. It loses no cliance te adjeuni and possibly the less it does the better. The danger is that it will crowd all the work of the session into the last few weeks of it, and thereiult will be a mass of hasty and ill-considered legis lation. The most of the propesltlorji that take up the time and attention of the assembly ' should never liave nuy toleration from any Intelligent member. They should net be Introduced te cumber the calendars, en gage the attention of the committees and obstruct public business. Fer example, while great and essential questions watt and are undetermined from one legislature te the ether, time is wasted upeu such trash as the preposition te compel the teaching In the public schools of "the effects of alcohol upon the human stemachy te direct lecul authorities te spend 435 upon the Interment of any destitute perseu who aay have been a soldier, and the like. Perhaps the public are te blame in Bend ing te the legislature the class of men, as a whole, who are usually selected for this service, and whew conspicuous unfitness has almost robbed the government In its practical operations of its representative character. But even the geed men who get te the legislature and into Congress, seem te fall into habits of the service and te seen get afflicted with the dry ret.
