Afore Afere Afere time insanity was a geed defense. Xew-n-duys it does net avail much for men. The law of Pennsylvania, it is true, re quires a deliberate killing te entitle a man te a rope's end ; and killing in a frenzy, however caused, Is net a deliberate killing, certainly. The idea may be that it Is ju-.t as well te hang a man as sane as te roast him as insane-; and there Is some thing of substance in the idea. If the insane prisoners in our asylums are te be roasted, it may be humane te hang them en any fair pretext. It may be maintained that roasting is net a fair fate for the insane ; just as it may be held that hanging is net. But if they are te meet one fate or the ether, it is net weith Tvhilote bother much as te which is the preferable one. About the only consola tion left te the humane in these days of brutal hangings is the reflection Inspired by the numerous conflagrations of the insane, that the earth is net for them any way, and that their translation te another world is written in the book et fate. The money the state annually expends would provide it with fireproof buildings, all ever it; audit is certainly high time that a system should be adopted which would secure te every insane and helpless citizen in the state decent maintenance during life and a death netbyllie. The state lias an agency te expend its moneys in its beard of charities. It should have the control of every dollar appropriated for charity.
