Mr. Keagan declared yesterday, when liis inter-state commerce 1)111 was passed in the llouse by mere than a two-thirds vote, that It was a fitting celebration of tlie 8th of January. And Mr. Itc.iguu was clearly right. There is a cannen-lika rear about the bill and a Jacksen-like inflexibility, in it which fiU it te be flred out of the llouse en the anniversary of the battle of New Orleans. There may be things in the bill which are net exactly what they should be, but it gee- straight for the object it seeks and aims without a shadow of hesi tation te obtain for the iconic of the coun try that freedom from discriminating charges which it is there right under the common law te have, but which they de net get. Sir. Reagan's bill has met with a great many objections from very geed men. It was net passed by a party vote. Geed Democrats voted against it. The Senate is expcclcd te vete it down, and will cer tainly modify it. And yet the bill seem? te be a very simple one, providing only for the sccurcment of the natural rights of the people and presenting but moderate penalties for its infraction. But there are some- statesmen, of other wise clear vision, who cannot mmj hew the arm of the state can Iks raised against a railroad corporation. They think the state is tee weak for such a struggle. Their sympathies may be with the people, but they de net see that any thing can be gained by laying a heavy hand en the gu-.it corporations. Mr. Phclp3, of Xew Jersey, who is a fairly wise man, if net us wise as he lecm3 himself, seems te be a statesman of thin kind. lie thinks that the Kcngau bill will cause the railroad companies te put their engines in their round houses, if they cannot otherwise defy its previsions. And what are these previsions ? That railroads and pipe lines shall charge but ene rate te every one for " like and cotcinieranoou3 service" in carriage from ene state te or through another. That the iKWcnger rate between the HLttc3 shall net exceed :! cts. per mile. That there shall be no rebates or draw backs made. Tliat thcie shall be no peeling arrange ments, or any combination te defeat the law. That there shall be no greater charge for carrying persons or goods ever a shorter than ever a longer iltatance en the same line. That schedules of charges shall be posted in tweplace3 in each depot llvedays befere they go into effect, and a copy shall be sent te the clerk of the U. s. circuit court of the circuit. That a recovery in the United States court of three times the damage done may be had, by any injuied party, for a violation of the statute. Tiiat a mandamus may issue fiem the United States court te compel compliance with the statute. That any efllcer of a company who is found guilty of violating the law shall be punished by a line net exceeding S,000. That the act shall apply only te inter state, and net te state, carriage. But cheap amusements are net necessarily allied te cheap talent. The larger audiences that are attracted by lower prices should at least keep the stand ard of the amusements presented up fe their old-lime level. During the past week the Bennett Moulten comic opera company have been giving a series of performances in the opera house te audiences that strained its capaci ty. It is verj- prebable that the week's re ceipts of I he company will be $2,0UO. et net even the most indulgent critic will pre tend te say that their presentations are callable. The whole outfit or the company is of the cheapest order, with a few excep tions; and this, despite tlie fact that the receipts justify a far higher order of talent. While it is right that the management should have a fair profit en their venture, it in un just that the public should be imposed upon by managerial greed.
