LAXCASTEIt, JAXUAKY 3. 16SS. Is (he Revival Coming I The New Year opens with n respectable boom in the stock market. The average individual will net place murh confidence in it as an indication of a revival in the buslncs3 Industries of the country. The Stock market has ceased te la lamp te the feet of the business man. It is man ipulatcd teD much te be an indication of value as te the real condition of business ; and yet it is by no means sure that a busi ness revival is net at hand. "VVe incline te think that it is, and there are evident and geed grounds for the opinion. It is appar ent that a revival of confidence is all that is needed te make business better. There Is nothing in the condition of the country te warrant-thc great depression that exists. The only great weakness in it is the weak ness of the railroads, ever-burthened with interest charges, with managers thoroughly alarmed at the failure of their earnings te meet their payments. When they make up their minds te the inevitable and reduce their charges se as te invite business and induce the industry that yields it, business will ceme and prosperity return. The eventcannotlengbo delayed and it is net unreasonable te exjiect that the worst of the troubles are already ever. Se that though the present stock lioem indicate little, it may have Htrtick the right key, after the many failures of performance te its like premises. , A ltightceus Judgment. The text of Judge Sullivan's decision es tablishing the validity of Sharen's marriage with Sarah Allhea Hill, the woman whom he admitted te be his mistress and denied te be his wife, should dispel much of the sur prise that was alleged te have been felt and Kpressed when this judgment was first an neunced. That there was an immense amount of lying, subornation of perjury, forgery and even resort te the wiles of witchcraft in this remarkable case, every reader of its nauseating details has long since found out ; that it was confined te either hide in particular is highly improba ble, considering the revealed character of all the parties te thu litigation. Judge Sullivan has therefore been com pelled te go behind the apparently fraudu lent testimony, and te get at a few leading facts of the case that are undisputed. Seme of these were that Sharen had addressed, supported, consorted with and introduced the woman as his wife. These aie the es sential circumstances that make a marriage in Pennsylvania, anil under almost any law that recognizes the marriage relation as a civil contract only. Blackmailer, ad venturess and prostitute that she was, Sharen chose te treat her as his wife, and te held her eut-.ts such te the world. Be tween themselves there may have been some ether understanding, but that is net what society has te de with. Te it she was rep resented as his wife, by his own conduct, and he is new fairly held responsible for it. Mere forcible however, than his presen tation of this side of the c:ise is the judge's characterization of Sharen's conduct in his own family, with relation te the woman whom he new seeks te shake off. When he presented her at his own daughter's wedding, ns the head of his household, he gave hera standing that lie could net theio theie nftcr disavow, and it is net permitted him in law, as it is net in decency, te nevvjpleart that he "desecrated the marriage feast of his daughter by the presence of a lascivious wanton who had wormed herself into his society and his embraces," Upen this the judge says; He (should net, utthe very moment when he steed there te extend the parental blessing and te charge the yeunp man te leve, cherish and protect lib child, itllnrdte the new-made husband an example of disrespect and dishonor te that child at the time when, above all ethers, he should respect and honor her. I cannot belle e that this man, this lather, w far forget his duty te the memery or Ids deceased wife, his duty te his daughter, bis duty te the friends and guests who had assembled te de honor te the occa sion, as te subject them te the polluting presonce of a crcature who diirercd from the common courtesan only te the extent that her commerce was with ene man. He must, In his heart, have regarded her as mero than n mistress. He certainly must, or he w euld net, alter inviting her there and honoring her by his personal attention, have been guilty of what otherwise would be the infamy ofintreduclng her te his own seu and re questing him te pay the attentions proper te the occasion. Sharen deserves and lie will get no popular sympathy in the imposition of the judgment which has lieen visited upon him. The vileness of the woman who triumplis ever him only makes his fate the mera deserved. His First Xame. While she may be angelic in temper and a perfect cook, she may be to tally lacking in thrift. In fact some girls think nothing of wasting their employers' goods, and as a Londen authority remarks, even acquire a contempt for a mistress who leeks, as olio should de, carefully te the ways of her heuse and checks uudue ex travagance. Tun high-priced theatre must stand net upon the order of its going, but go at once. One way in which It is projiesed te rcduce the surplus this winter is by the erection of as many public buildings as Con gress in Its licncllecnce w ill permit. When the possibilities of combinations IsMwccn congressmen te obtain votes for pet measures iu return for similar favors, are considered, It is easy te see hew vast sums will melt away llke snow under a warm sun. Buildings requiring much mero money than granted are promptly begun and If Congress docs notgive an additional ap propriation te complete what should never haveliccn started, It comes In for a large share of reprobation. The report of the su. pcrvising architect of the treasury depart ment shows that there are designs for at least fifteen public buildings In all of which the original limit of cost has been transgressed.
