The Beading's Restive Creditors. The self appointed committee of se- , called Heading railroad bondholders have i filed a bill in the United States court Si which induces the suspicion that tlie com- ? S ndUce has no very definite Idea et what it & is driving at : or that it is net driving at '"$ Very much; or wants te be thought busy "if? about something whie doing nothing; in ether words a tickling committee te make Reading security holders rest easy under the belief that heaven and earth are beinjr moved in their behalf, wliile In fact they are left te drift with the winds and ter Tent. The committee only asks the court for an additional receiver. He would be but cold comfort tothobond tethobond tothebond holders If they get him. They would have another big mouth te fill and another captain for deck parade. The Beading wants no mere captains. It could de with less. One receiver would be enough for it. Its president, Mr. Kcim, can bring it through in time. All it needs is time. It lias assets worth mere than its liabilities intrinsically. With patience they will discharge all its debts. The Heading needs no committees; it needs cash. It needs te sell its coal as fast .03 it can, and therefore as low as it can. It does net want te enter Inte any combination. It needs te play a lone hand. It can sell coal at two dollars a ten at tide water at a profit, and ought te. If the court will keep Heading firmly in its hands, new that it has been placed there, the very best possible thing will be dene for the interests of creditors and owners. Se long as the read earns its working expenses no Injury is leing done "lothetredlters in running it; and even If it was net earning these, the bondholders would hardly profit by taking possession of it, since they would hardly de better with it. If they think that there is anything wrong in the management let them repre sent it te the court, and if they seem te be right, the necessary change will doubtless be ordered. But when they ask that a big salaried officer shall be created in their in terest, they show a cloven feet. That sort of care given te the Heading property will net conserve it. The bondholders de net seem te want te conserve it. Tiiey want te skin it. We have no idea that Judge Butl.-r is in sympathy with them. The judge knows that the property is as safe in its present custody as it Is likely te be made; its pres ent custody being his own. lie will be prudent enough te keep it tlieie. If the bondholders want te foreclose their liends we imagine that they will net thereby dis pose of the receivership. All the interests of the read will net be sacrificed te satisfy a few. The long suffering stockholders will continue te be protected. There is value in the property for ever' dollar that lias been invested in it, and it will come out of It in a little time. There Is nothing rotten in the concern ; no gangrene spots te be "uncovered by investigation. The worst is en the surface; and that worst shows tens of tens of coal against ever' dollar of lia- ,A mmies. Plain Talk. Seme dull-wit ted but none the less nimble tongued gentlemen In this state who have been trumpeting their "influence" with the incoming federal administration, will find something of a set-back te their pre tensions in thelettcref Governer Cleveland which is published te-day. He most forci bly reminds these superserviceable exio exie nents of their own felly, that helms net let jj out me wetk or distributing the public euiccs te mese vwie would use them for their own personal aggrandizement, te build up party factions, te reward their particular friends and te punish theso against whom they may cherish grudges. Appointments under the next adminis tration, it may be taken for granted, will depend les3 upon iwrsenal favor and mere j upon ascertained fitness than ever before. J' "Persistent importunity or self-solicited recommendations en behalf of candid ites" will net avail much. t At the same time the Hepublkuns, Wbese ofllcehelders have se universally prostituted the service of which they have been a part, and with whom the wish lias been father te the thought that Cleveland would " disappoint ids party" by discrim inating against its faithful ndheients Jn his appointments, will find cold comfort in his letter. He leaves it te be unmistakably un derstood that his administration is te bu Democratic; and while Just civil service reform considerations are te guide it, there are, he recognizes many new in position who " have forfeited all just claim te re tention, because they have used thelrplaces for party purposes in disregard of their ti fi' duty te tlie peenle. and because, lustful r :'- r being decent public servants, they have 's'proveuineinseiveseuensivo partisans and 1 unscrupulous manipulators of local party management." He is getting te be very well known te the nation ; and before he is many months In office he will be better understood than any president we have lately had. "When you once get his hearings yet will always knew where te find him, for it is his nature te sail straight and te fellow his compass. And It Is ids disposition te disclose the direction he is steering, and te let everybody knew all that is going en. There will net be many secret treaties during his presidency. Hysterics will ie scarce. The "Washington correspondents' vocation will be gene. There will be nothing te nose out; all the news will flew forth as readily as water flews down hill. There will Ihj no iompeus secretaries pre tending te knew a great deal mere than the rest of the world, and resting happily en their possession of power and their distri butien of the offices. They will be appointed te work, nnd their work will net be the doling out of the offices. A new method of distribution is te be inaugurated. The man who solicits an office is te be assumed te be unfit for It ; and the reproach of solicitation must be removed from his garments before lie can stand a chance of joining the elect. The character and qualifications of these who are appointed te office are te be in quired into and approved by icrsens spe cially designated for this duty. It Is a very geed plan, but will require an executive of iron will and steadiness te carry It out. These needed qualities for his functions seem te bristle all ever the president-elect, and wc think that we will see a very suc cessful exhibition of practical civil service reform illuminate Ids administration. Randall should shy a protectionist snow ball at Harry of the het-head ere he leaves Louisville. TnK pretty slate tilled with premises for the New Year will seen be broken.
