A few layB nge it weinetl, from n ieru sal of the newspaper, Hint Mr. Cleveland's cabinet a inade up. Te be sum there was no btatement ieierted from liim as te a single, member. Yet, somehow, tlie news papers felt able te tell us with great confl cenfl confl dence of the manner in which the chief places would be tilled ; and for the ethers we had the proba bilities freely forecast, ilr. Bayard, of Delaware, Mr. "Whitney, of New Yerk, nnd Mr. Garland, of Aikansas, weie cer iainly booked. Mr. McLean, of Ohie, get ivp a little boom for himself. Indiana threw itself for McDonald ; and raids upon the president-elect were threatened in individ ual interest from many quarters. There are net se many threatened new ; nor is there se much known about the cabi net composition as there was. It is even said thatMr.Bayard 13 net a certainty, and the Information comes that he feels that he would be wiser te stay in the Senate ; us he certainly would. AVhether invited or net te the cabinet, Mr. Bayard would le silly te go in. lie would lxi a geed deal mere comfortable, independent and inllu tial as a senator at the ear of the president than as a secretary at his elbow. A man who has distinguished himself as n senator may, moreover, net be as great a success as a secretary ; which is a prudential con sideration worth taking into the account. Messrs. "Whitney and Garland have net yet been disturbed in the possession of their fancied nnd fancy cabinet places. But Mr. Jehn McLean sterns tn'linve been ludely awakened from his dream. Undent te see Cleveland just before Christ mas and came nwayirem Albany tnc anw tiny, the re- 'rs say, in anything but the state of calm beatitude befitting the season and the favorite son of a president-te-be. Quite possibly the newspapers knew nothing about the interview, when they say that the governor expressed te the proprietor of the C inciunatti Enquirer his disinclination te be advised by him as te his cabinet and course, in view .of the peculiaily back handed support which had been given te the Democratic ticket by his visitor's Dem ocratic paper. But though the newspapers may knew nothing, it is nulte likely that they guess well ; for theie is nothing mere prebable than that Governer Cleveland tipoketoMr. McLean iu the frankest way, as it is liis nature te, and explained te him perspicieuslythe reasons which induced him vte think that Mr. McLean was without the needed wisdom and uasellishness te entitle him te expect te be numbered among the presidential advisers. If Gov. Cleve land has succeeded in estimating this jeung man at his value, he will have no trouble in settling Ohie politics. There isene man in that bwte who is in the cyoef thcDe thcDe mecracy all ever the ceuntiy as the man for secretary of state. Allen G. Thurman lias the wisdom, generosity nnd breadth of mind te be the Eafest and best adviser the president-elect could have ; and he could always be sure that the adviee lie pave him was disinterested and honest. As the heads that have llealed in the news papers with cabinet places go down, that of Thurman comes up. Doubtless the aged statesman does net euro te be saddled at his age with heavy duties. The obligation will be upon the country and net upon him if he is offered and accepts them. A Proper Precedent. Governer Fattisen has conformed with the policy of the law and the comity of states in requesting the judge of Clear field county te release Patrick W. Norten, a citizen of New Yeik state, who was get into the custody of Pennsylvania ellicers by kidnapping. It seems that Noiten was wanted in this state for causes for which extradition proceeding- would net lie. He was decoded fiem Canada into New Yeik state by a forged telegram ; and when lie had get within its jurisdiction wasanested en a local wan-ant; but, instead of being taken before a local court, was, as the governor states it, "earned forcibly nnd against his will into this commonwealth, where another warrant, sued out in this commewcalth, was served uk)ii liim," under which he was detal ned in the county of Cleai field. By such irregular and violent proceed ings us this, it may liave happened that the cause of Justice would have been sub served ; but it is the policy of the state net only that the ends of justice 1m reached but that they may lw secua'd by orderly methods. The airest of persons without due warrant of law, is a violation of one of the most essential personal rights, and te enceurage Its Infraction might lead te consequences the most terieus te society. Accordingly when tlm facts in this case were laid lefore Governer Cleveland and were by him promptly communicated te the governor of Pennsylvania, the executive of tills Mate who himself had no power te order the release of the prisoner notified the C'iearficld court that the governor of New Yerk was before his court, asking for the. release of n eitlzen unlawfully de tained there and he was released. Tf the case is, as reported, the first of its kind te occur in this country, it is well it was (lisjwsed of in such a way as te estab lish the precedent that it makes. "TiiKitc has been a tempest In u tea pet hi Northampton county as te whether Judge' Schuyler, who holds ever en the tench, or Judge-rfect Iteeder, chosen te Succeed President Judge Myers, should be president Judge, The matter Las been set tled by the governor taking his attorney general's advlce and issuing a rommlsslen of associate Judge te Beeder, en the ground that of equal judges the senior in commis sion shall be the president. It is a matter of tweedle-dum and twccdlc-dce, but really Becder ought te Iw well satisfied tebeu judge of any-kind, in Noithampten county, seeing what a strong political majority there is against hhn there and the little necessity there must Ixi for two judges in that county. Besides, as the one judge ship terminates with Judge Schuyler's term, Judge Beeder will then lue it all te himself and his title te the presidency there'll Ihi none te dispute. "Wlieu, Hiirclianl I" A curious story comes from Washington that Blaine and Legan met for the first time since the election en the street in the federal capital, and that when alieut passing Legan cleared his threat and shouted, "Hew are you, Burchard V "Whereupon the story gees, Blaine stepped looked embarrassed, smiled nnd cordially shook his late associate in misery by the hand. Soen after the election a comical actor in New Yerk, who played his p.ut with a donkey, eenvuNed his audience b calling te the lwast "Whoa, Burchard !" But the luckless divine's son was ju-tly indignant at the ue of his father's name and in a letter, half exjiostulatery and half threatening, called for a cessation of it which had the desired effect. Why then should the late candidate fin vice president lie allowed te indulge in the samoirreeience ; and his chief counten ance it by making such ready recognition of a call te him ? It would have Ik-cii let ter for leth of them te have called "Whoa, Burchard 1" before the election. Coneiuiss has nfl'erded the country a tu-elvc-ilnys Klysiuin In it adjournment. Tiiemk who feci compelled by struts of circumstances te xojeuni for a time in Canada would de well te acquire the art of "rolling tlie ivories" for this accomplishment cevers a multitude of defects in that delight ful region. Hod Hed man, bofero the New Yerk Constitution club, very ably treats of the superior ad van tages of the Jeffersen ian ever the llamil llamil teulau idea of government, showing th.it centralization Is net a source of strength te a nation. He instances the condition of the French, who with their scat of government in the hands of the German enemy, fell an easy prey te the prowess of the latter ; and then makes comparison of the uninterrupted vigor with which the light for the t'nien was kept up In the late civil war in this country, even after all communication with Washing ton was cut oil" for a time. The Union forces wero by no means paralyzed when this latter misfortune occurred, but kept up the work of organizing armies and sending moiiey nnd supplies under stafe ami muni cipal regulations as tcfere, A similar oc currence would have leen the end of a btronggevcrment. Thosevuro crises through which this country has passed eminently prove the superiority of the theory that the national government should never be allowed te de that which the state govern ment cin de better, nor the state govern ment Intermeddle with that which mere properly comes under municipal administra tion.
