Frem the New Yerk eun, A. mass et very interentlDg Information oeDoerDlog criminals and the paniabmeet or orlrelnul (s oentainrd in tbe annual re port of the National Prison association. Tbe tacts given and the recommendations made come net from mere humanitarian theorists, bnt from prison ef&ulals of the different states ami praetlcal men who have thoroughly studied tbe methods adopted in our own and foreign penal establish, tneuts. Be far as concerns the reiormatlen of prisoners, or the deferring of them from the praotiee of etlme as a profession, we ate obliged te oenfoss that we are still far behind European nations. Dr. Eilsha Harris estimated that of the ten thousand convicts In tb,e priseus nnd penitentiaries of this state, sixty per eent, or six thens and. would return te a life of erlms en their riUebarge. Frem statistics, based en a bread deduotlen, it has been ascer tained that, en the averaire, people who make a business of etlme derive an annual Income of $1,600 eaeh from their sp-tlia tiens en the oemmunity. But this does net represent half tbe less sustained, for it is well known that tbe lien's sbare of the profits geen te the receivers of stolen goods. It is the Mether Macdelbaums who Ret rich, net the wretches who ae tullyde the stealing. Yet our prisons oentlnuo te be se managed that they help te build up rather than te decrease thesa professional crimi nals, who llve both In and out of jail, at se great expense te the oemmunity, "The htntfl prisons of America," says one of the puj.cn presmtert te the association, "de net tend te reform tbe convict ; their ten-dt-ney is positively adverse te reformation. Tbe convict, In most cases, when released from prison Is a worse man than when he entered It " What can be done in the way of refor mation Is shown very strikingly In the case of tbe Elmlra reformatory, where the main features of tbe best European prison.cxperieece have been introduced. Instead of sixty per eent, of tbe dis charged returning te a criminal life, ever elglily-one per cent. " have been re turned te tbe community as law abldlDg men, suOHistlng by beneiit industry " If the reformed were In the same proportion throughout the priseia and penitentiaries of the state, the number of theee who went back te crime as a basicess would be only two thousand, instead of six thousand ; and tbe Raving of money te tbe people by the reolainittien of four thousand een. viets aunually wenld be tnore than elx million dollars. At least, this is tbe sum of tbe pecuni ary saving estimated by the paper we nave rererted te. If the net income of a criminal averagi b tl,CC0 a year, the (tain would be very mueh mere, provided that the utnennt of sjtoliatieu depends en tbe number of thesa engaged in crime as a beelness. Tbe netnal statistics of England, Ire land, Prauee, Denmark, Sweden, Belgium, and Italy show that the Improvements which have been made in their prison system within the last thirty years have produced really marvelleus results These improvements, whleh involve a new science of prison management, the genera objeet of which is the reformation of the oenviot rather than his pnnishment, have been most saoeessiully applied in Ireland, where, inderd, the new system mainly originated. In tbe face of terribly adverhe circumntanees, in a country tormented by miMule, tbe benign work of regenerating the criminal has gene en as nowhere else. " In Ireland the diminutions of crime within the past thirty years is snob as would, be positively incredible were it net established by official statistics " In 1854 the number of oenviots sent te the prisons answering te our state prisons was 710. In 1860 it was 331, in 1870 it 245, and in 1881 it bad fallen te 1231 That is, tbe number of annual sentences for the graver crimes was nearly six times greater thirty years age than it is at tbe preseut time. Tbe total of prisoners et all classes iu tbe oenntry and borough jails of Ireland was 10,084 in 1851. In 1881 they num bered only 2,470, a reduction et mure than seventy five per eent. Tbe bridewells, for leeser offenders, contained 88 899 prisoners in 1850, as against only 8,888 In 1831, a falling off of ever 85,000 prisoners. These statistics are, in truth, astonish ing. Tbey tell a story of progress and geed order which reilects infinite credit en tbe prison reform of Ireland and does honor te the people of tbe hard pressed island. In England and Wales and elsewhere in Europe tbe beneficent eff ets of tbe new system of treating criminals have been marked, though net se striking as in Ire land. Tbe wonder is that with snob a model before us we bave neglected te profit by it, except in a single instance. Giving a Pelutcr te a Ketiber. Mr. Payn tells a story te this effeet : "A great jewelry robbery was oeinmitted at the West Bud under very Ingenious olrenmBtanoes. A. gentleman aud lady staying; at a fasbionable hotel bad ordered a large quantity of valuable goods ebiefly diamonds te be brought te tbem for tbelr Inspection. Tbey drugged or oeloroformed (Ilorgetwhieb) the jeweler's assistant who brought them, and get away with all the swag. It se happened that tbe whole adventute bad been, as it were, prefigured in Chambert'i Journal twelve months before ; a contributor had imag ined and written tbe incident just as it afterward oeourred, and tbe story bad se recommended Itself te some member of tbe criminal class that be had put it into practical execution. The jeweler there upon wrote te tbe editor of the Journal (peer me) eharging him net Indeed with actual otmplieity with the crime, but as having been accessory te it belere tbe fact. 'Udder the preteuse of elevating the masses,' he indignantly ebservtd, 'you suKtrest te tbem ingenious methods of robbing honest tradesmen.' My answer te this gentleman was. Mrs. Mary Barker, who lives near Cum. berland, Md., threw herself before an ap proaching train en the Baltimore & Ohie railroad, at Leng's Run, near Pittsburg en Tuesday ulght, and was Instantly killed. 8he left her home en Monday and came te Pittsburg. She moved about rapidly among tbe towns in the vielnlty, and en Tuesday evening was seen by some track men lying across tbe rails before tbe West Newton accommodation, whleh was ap proaching A man named Feley ran te tbe spot and tried te remove the woman, but she managed te get one arm under the rail and held en. Feley struggled in vain te telease her and barely get out of the way of tbe locomotive in time te save him self. The women's head and left arm were out off, and tbe body otherwise horribly mangled. It is suspected that she was Insane. An Insane Weman Hum Herwll te Death. A shocking eaae of self destruction by a lady occurred Wednesday at Winenester, Va. Tbe victim was Mrs. Oscar Barr, tbe wife of a leading business man of that place. This lady had been an Inmate of tbe Williamsburg lunatic asylum. Sbe was net improved after being in that institution a short time and eame home, her husband intending te plaee her in another asylum that night.
