In spite of this agreement in the oentraot the Legislature of 1883 parsed a bill making a uniform rate of fnre of fire cents. The govorner voteod it en the ground that the Legislature could net abrogate a rested right. Thore was net tbe slightest doubt that the oeurta of the slate would have taken the same view. That the propesod roduettons wero only of the slightest Interest te werklngmeu is shown by the fact that the rate had long been five oenU from half-past fire te half past elght a. m., and from half-past four te half-past soveu p. m. The reduotien of fares at ether hours in the day was a manifest advantage te bankers, brokers, business men and amusement ecokera, but net of the smallest interest te laboring men and rocehanios, who already had tbe privileges the voteod bill geuferrcd. Opposition te tbe veto was short lived, aud a feeling of satisfaction follewod that oue man hed been found who had the pluck and the inteltlgonce te oppose sueh futlle legislation even at the risk of ineurring popular disapproval. The govorner also interposed his veto te the mechanics' lien bill. The original intention of this bill was te give mcaban ies power te seoure their wages by the means of Hens. But, it was soamended that Its purpese was oither obscured or lest. It gave parties four months after porfermanoo of work or furnishing or material te file a lien, aporied ridiculously prolengod. It also allowed the same costs as in foreclosures, whieb in the case of small bilhi would have been se onoreus as te eat them up entirely. But, went of all, it repealed existing mechanics' lien laws which wero far mero faverable te the working people than the new law. It was found te be asobeme te make increased lawycra' bills and te diminish tbe protec tion atlbrded tbe mechanic. The governor very properly acoepted the lesser evil and voteod tbe dofcctlve bill. Tbe bill making twolve hours a day's work for cenduotets and drivers en street ears did net in any way prohibit tbe reak ing of a oentraot reuiriug any number of hours' work, aud it it had tlie governor very aptly objectod that it was nn inter ference with the rights of the empleyes as well as employers. It was pl.iiu that It the ear drivers and oenduotora worked fewer hours they would receive less pay, and the bill ueltber did net oeuld prevent that. The governor concluded bis ebjec tiens by sayiug : " I cannot think thin bill is in tbe interest of the workingmen." One eharge remains against Gov. Cleve land's vetoes.
