"The last time I was in Washington," said a veteran army officer te the American correspondent, " these fellows up at the navy department were in quite a huff ever an effort looking te a change m their uni- lerms, and mere was as great a commo tion as the ene that existed during Presi dent Pierce's administration, when they talked of changing the styles of uniforms in the army. That event was attended by some very amusing incidents, but tbe most laughable was the part taken in it by the late Capt. Derby, or Jehn Phoenix, as he was known in journalistic and literary circles. He was a lieutenant at the time and stationed in California. Jeff. Davis, who was secretary of war, issued a general invitation te officers of the army who wcie skillful draughtsmen te fiend in sug gestions for the new uniform which it had been decided te adept. One such invita tion was sent te each officer. Lieutenant Derby was very ready with his pen a really ingenious artist. In reply he Eent te the war department, net exactly a de sign for a new uniform, but a peculiar ad ad tien te the old uniform, the amendment consisting merely of a ring attached te the seat of the trousers of each private soldier. Each officer was te carry, instead of a sword, a long pole with a hook iu the end, like a shepherd's creek. The pole and riuji enabled officers te keep privates from running away in battle. Fugitives could be easily caught by it and brought back ; stragglers could be kept in line. Mere ever, the ring would be very useful iu the cavalry service te lasten soldiers te the saddle te prevent them from falling off, and in the artillery service tbe rings were te be used for draught pur poses, in the absence of mules. These spccilicatiens wcie accompanied by the most gretesque pictures, leprcenting officers hauling back cowardly recruits by the serviceable ring, cavalry securely fas tened te the tops of their steeds by tlie same device, and artillerymen harnessed te cannon, drawing them threitsh narrow defilcB or up an acclivity inaccessible te mules. On another sheet of Bristel beard was au illustration in gaudy colors of ' Derby ':i Rotary Mule Howitzer,' ac companied by a written inscription te this effect : Upen the back of a young and vigilant mule strap a mountain howitzer, the lnuzzle pointing towards the tail. A similar piece el ordnance is fastened with iron bands under the animal's abdomen, the muzzle aimed between his forelegs te the front. We crept and crawled and ran for our lives down te the forest. As we found each ether there we were only six, a friend of ours, a farmer, had one of the small girls in his arms, my wife another, and ene of my sons clung te me. But wheie were the rest of the chil dren? I had myself seen one of the carpenters run with my third little girl but the eldest and youngest boy ? Killed, perhaps, or lying mutilated among the ruins, and it was impossible te leek for them. The hurricane would have swept us away as seen as we had moved from the weed. Kecently Kcparted murders most foul. Littleton Ilatchett and Oliver Ilatchetr, father and son, charged with the murder of Moses Yeung, iu Brunswick county, Viiginia, have been discharged from cus tody. They had been tried, convicted and sentenced te be hanged, but were granted a new trial, which resulted in their acqit tal. Fer sonie unknown reason they wcre te arrested and remanded te jail. Majer Arlington, colored, was shot and killed by Geergo Gerdarn, also colored, at Brad ford, Pennsylvania, yesterday morning, in a quaircl caused by Gerham teasing a pet bear owned by Ashton. Dr. B. F. Hud Hud eon, of Iloesick Falls, New Yerk, was shot and pet haps mortally wounded yes terday morning by Charles Ostorheudt, iu refusing te obey a demand by the latter te go and hec his wife. Ostcrheudt's wife alleges improper conduct against the doc tor, which the latter denies. At Isadora, Missouri, en Wednesday, a constable and pesse attempted te take William An drews from a disreputable house, and wcie fired upon by Andrews. Dr. J. C. Ilex, ene of the pes3e, was killed. An drews finally gave himself up. At Prove, Utah, en Wednesday night, Silas Alfred, a watchman, (.het at a tramp, but missed him and killed Miss Tllcn Lawis, a "bride of thrce weeks."
