Austin Blair gave an account of the conventien'of governors of Northern states that met at Alteena, Pa., at the time of the issuing of the emancipa tion proclamation by President Lincoln, in 1802. The convention was called te bring an influence te bear upon President Lincoln te induce him te issue a precla matien or de some act that would set at liberty the 4,000,000 slaves ; but the presi dent outwitted them by issuing a procla mation en the same day their convention met. The governors then decided te go en te Washington and present te the president, net the urgent reso lutions they bad intended, but an ad dress complimenting him upon the step he had taken. This address was prepared in an able manner by Governer Andrew, of Massachusetts, who read it te President Lincoln as he sat at his desk, while the governors were seated around the room. After that an incident happened that Gov. Blair said he had never before re lated te any one. Gov. Kirkwood, of Iowa, since a United States senator and secretary of the interior, rose and said : " Mr. President I should be delighted could I return te my home and say te the people of Iowa that the president of the United States believes Gen. Geerge B McCIellen is a royal man." He branched off upon ether subjects connected with the war, and then closed by repeating with mere emphasis : "1 should be glad, Mr. President, te tell the people of Iowa that you believe in the loyalty and patriot ism of Geerge B. McCIelian." Taking his feet down from the desk upon which they bad been resting, Mr. Lincoln sprang te his feet and straightened up, apparently two inches taller than usual, and said, with much force and apparent excitability : Leyal ! Geerge B. McCIelian is as loyal as any one of you." Then stepping a moment the pres ident's face assumed its natural pleasant leek, and he continued in a natural and pleasing tene : ' I'll tell you, gentlemen, Gen. McCIelian is an exceedingly well informed general, and is very careful, in fact, tee careful, and the great treublu with him is that when he wius a victory he doesn't knew what te de with it." " Why net try somebody else ?" mildly suggested Gov. Blair. " We might de that and might lese an army by it," was the quick response of the president, which Gov.
