Snail ltaemtlrgt Hew Urave Senateis Differ About the Fence Law. Senater Wallace The policy of the state baa also been te permit the argricultural laborer, the miner and the peer man te have hi cow rnn at large. The fences was te keep the cow out. If the fence was net in condition te turn the animal, under this statute the man committing a trespass upon the cattle by injuring them had te pay damages. I am net ready te change that policy. I believe in letting the peer man's and the widow's cow inn at large. . Senater Greer Se far as the running at large of cows is concerned, it is net te the advantage of the owners. I knew there is one man in my neighborhood that keeps eleven cows running at large, and I de net believe the whole eleven cows will give one bucket full of milk any one day of the year, and there is one old cow there that can stand en the ether side of the street and open my front gate, her horns have gotse long, and it is the hardest thing in the world te milk her. A cow that runs at large in Pennsylvania i.a imre nnnr fend : ami the first thiuff she Itt J jrwm .. . - u learns is hew te open gates, and the next thing she learns is hew te climb ever a fence and get into a corn field and stay there. Yeu may let down the bars and try te drive her out jrith two or three Newfoundland dogs an you cannot de it. She is apparently blind te the open place in the fence and gees in. the ether direc tien ever time, and if youhave geed corn or a niee garden, thai oejy will be into it. If you keep a cow regularly in geed j.as ture she will net junjp a fence three feet high; but if you get one of these widow's or miner's cows, who knows what it is te " root, hog, or die,", and turn her out te grass where there istne'fcrass, turn her out te pasture where there is no pasture, and turn her out te trespass upon ether people's rights and ether people's gardens ami ether people's corn-fields, and you will will find a cow that is net worth driving home, with horns like my arms, as long at least, though perhaps net quite se thiek ; and the very cow that will jump any fence in the county, that is net worth driving borne in the evening, anu mat is net worth milking and instead of these children, peer widow's children, getting milk and cream and butter from that cow, all these children get is a little exercise, hunting that cow in the evening. It requires G40 reds of fence te ouclese an ordinary farm of 1G0 acres of land mere than two miles of fence, and you cannot build a beard fence for less than $2 a red. That will come te $1280 that the farmer must take out of his pocket te build an outside fence around his farm. Why ? Te keep out some widow's cow. It seems te me the farmer could better afford te furnish the widow with cream and butter all the year round, and save money by it every year. Why, the inter est en this money, Mr. President, will come te $75 a year. He might buy the widow's cow, furnish the widow with cream, and give the widow milk and but ter every Saturday, and both the widow and the farmer be a geed deal better off. Palmer, of Sioux City, Iowa, has lesigncd his membership from Chi Delta Theta. Palmer is a senior, and a member of the Skull and Benes society, te belong.te which is the ambition of most Yale college men. In his sophomore year he canied away the first prize for excellency in English composition. The an nouncement and the cause of his rcsig nation created great excitement among the students, and nothing like it has oc curred at Yale for many years. The Chi Delia Theta fraternity is composed of the live editors of the Tale Literary Magazine, the editorship of which is a stepping stone te membership of tbe senior societies Skull and Benes and Screll and Key. Te become an editor of the Lit, as it is cal!e:l. a student must show unusual literary talent. Several weeks age it leaked out that Palmer had been guilty of plagiarism. It is said that he has been in the habit of copying from Southern and Western peri odicals ou file in the college readiug rooms te which comparatively little attention is paid by the students in general, aud appre priating as his own euch selections as he thought would add te his reputation as a writer. One of the poems which he thus made use of happened te be a well known production of Themas Moere, which was printed in the publication from which he copied it without credit te the author. Upen its appearance in the Yale Lit it was immediately recognized by a classmate el Palmer, who went te him aud expostulated with him for his evident plagiarism. Fer several days Palmer and bis friends refused te admit that he bad been guilty of the offense alleged, bnt the proofs were tee convincing, and te-day's announcement is the result. Palmer publishes a card, in which he says : " I hereby resign my membi'ibhip in ' Chi Delta Theta,' The reason for this step is the discovery of three in stances or plagiarism, namely : ' Gelden Hair,' ' The Dandelion,' and ' Light house,' which have apppared ever my signature in the Tale Literary Magazine I plead nothing in extenuation and simply ask credit for what I have really dene in writing." The only thing like this which is le membered by Yale men occurred in 1809. when a candidate -for junior exhibition honors went into the Yale library and copied verbatim an essay which had wen a prize many years before. It happened that an aged auditor at the exhibition remembered having heard the iudentical essay years before, and the fraud was ex posed.
