A call for a national convention of colored men was issued en Saturday by a committee of negrees fairly entitled te represent the race. Ameug the signers are Frederick Douglass, the lien. Geerge W. Williams, author of the " History of the Negro Itace in America," and Prof. Richard T. Greener. The convention is te be held in September next at Washing Washing ten. The basis of representation is one delegate te every 2e,000 of colored popu lation, three delegates for every state where there are net less than 10,000 ne ne geoes, and ene dolegate for every ether state. By 'this plan of j-ppottienineut the convention would consist of nearly thtee hundred members. Here is the interesting thing about the proposed convention : It is intended te he an organized expression of disceutent with the political ami social treatment of the colored people by their fellow citizens. The signers held it te be " an undeniable and lamentable fact that the present con dition of the race is insecure, and the fit ture still mere alarming ;" anil they bring against the white majority live dis titicVatid .specilii: charges. We condense the several cemplaints: 1. Negro labor at the Seuth is net fairly remunurated. The Southern negre is uet protected by the law in the collection of money due him. " 2. In most parts of the ceuutry the ne ne geo does net have a fair .show in the pub lic schools. 3. The negre is uet protected in his civil rights, notwithstanding the laws passed by Congress. 4. His political rights arc ignered. Six and a half'iniUiens of people are without representation in Congress. 5. The negre docs net gel his share of oxecutive protection and encouragement. Ne fair-minded man. black or white, will deny that if these allegations are true it is time for united action en the part et the negrees of the thiity-eight iatcs. They form about ene eighth of the cutire population of the country. Equal rights are guaranteed them by the constitution. The laws are sufficient fei the purpose. If these laws are systematically ignored or evaded, aud the negiees kept out el full citizenship by a conspiracy of white office holders, it is nene tee soeu for an organ ized movemeut te secure just treatment. The colored people have a million and a quarter voetcs ; that fact lis behind any pretest which they tnake. The conclusion of the signers of this call is interesting : 'According te the signs of the time?, the country is en the eve of a great political revolution, aud it behooves us, as a race, te make our interests paiameunt te these of any party or sect ; that it is our duty te unite and strike out some bold policy and line of action which will bring us nearer te the estate of full citizenship and pewr when this great revolution is eir.,? It strikes us that the boldest policy and most premising line of action open at this time te the colored voters of the United States is te cut the thongs which have bettud them se long te the wheels of the Republican party. The Republican party has flattered the negre and bamboozled him ; it has wept ever him aud plundered him ; it has claimed him as its own aud has swindled him without compunction ; it has made use of him and Hung him aside. Negroes in several of the states are be ginning te liud this out and te act for themselves. If the Washington conven tion is a representative body, sincere hi its purpose and independent in its action, . it cau de a great deal for the race. The Negro in feltticn treiu n.Megre Point of View. New Yerk Glebe (Colored organ). The great trouble is that the fidelity of the negre te the Republican party, the party which new throws him overboard, because it can get along without him, has steed in the way ei his advancement. It made him the tool of mercenary politicians who preyed upon the Seuth. His hope for the future is that in the disintegration of parties, which is new fast approaching, he may seek that party which offers him the best local government, regardless of national polities. The Republican party has become a jumble of warring faction?, with no settled policy beyond that of abus ing each ether, and the Democracy is uet in a much better condition, and the people at large are sick of both. Why should the negre of the Seuth cling te the phantom which masquerades under the name of Republicanism ? Let him seek te improve his educational and industrial condition aud vote for that party which offers him a geed government under which he may obtain justice in the courts, enjoy the fruits el his labor in security and have the privileges in public conveyances, which he pays for. Probably the most colossal statue yet ordered for the states has jiibt uecn lin ished in the plaster form by au American sculptor at Florence, Mr. Larkiu G. Mead. There are but two in America that cau ever be compared with it, Grcouettgli's Washington and his group of civilization which adorn the capital m Washington. Seme idea of it may be obtained by a short description The subject is the Mis sissippi river, a large recumbent statue, net unlike in treatment te the Nile group in Reme. The hgure is represented leau iug agaiust a cluster of rocks whence springs the seurce of the father of waters, while as a support te the ether arm is a broken paddle wheel caught in a snag, a net uncommon sight en that mighty river. At the base are represented in bas-relief the various objects characteristic of the stream during its long course, stem wheeler and side wheeler, sugar cane and crocodile, aud its mineral wealth in the representation of a lead mine, while ne ne geoes are seen leading and unloading bales of cotton aud tobacco and the sugar cane ; crystals, tee, are net forgotten while the giant right feet rests en a ledge of limestone, and in the right hand stalks of that great product of the Mississippi valley, Indian corn, are held, one mature, the ether in the shock. A wreath com posed of tobacco and cotton crowns the head of the colossus, while a fishing net is carelessly thrown across the base. The plinth or pedestal is twelve fcet in length, and the weight in the marble no less than forty-four tens. This is te be presented te the city of New Yerk by Mr. Elliett F. The White Heuse leeks like itself once mere, and the president's nese, which everybody knows is of the purest Gothic erder, has recovered from its sunburned appearance by the judicious application of cold cream. The fish he caught and the alligators which Private Secretary Phillips slew have increased daily in size and num ber. The president is an honest man and a gentleman, but he is subject te the infirmities of nature and fishermen. When Fred Phillips first came home, the alli gator was twclve feet long, new it is twenty-two feet long aud growing rapidly. At first he shot the alligator in the eye while it was tied te a stake driven in a mud batik; new he had a fearful tussel with the saurian, during which time the monster churned the water with his tail, caught Mr. Phillips' coat tails between his hideous teeth, hellewiug meanwhile like a bull that is, the alligator hollowed, net Mr. Phillips, who leaded aud fired with great coolness aud precision eighteen shots into the alligator's right eye. The president matches this with stories of 11) pound trout aud black bass that fought like the devilfish. Everything the presi dent tells he clinches by saying, " Didn't I, Phillips?" and Phillips laughs ha, ha ! aud everything Phillips tells he asks the president " New didn't I, Mr. President ?" aud the president laughs he, he ! The president proved conclusively that fishing and religion tire uet incompatible, as he went te church three times every Sunday and made Fred go te, much te that young gentleman's disgust. As for Mr.Chandler, lie has but little te say ; he does net knew hew te amuse himselt in the generally ac cepted sense, and is only tee happy te get back te jobbing and wira pulling, and the ether congenial pursuits which he fellows in the navy department. It is seriously said that that the president was received with a geed deal of iudifferonce wherever he went at the Seuth, but what did he expect wheu he took William E. Chaudler along as a traveling companion ? The number of honest men iu Flerida who could be found williug te shake the pres ident's Jiaud, accompanied with the obli gation of shaking Mr. William E. Chand ler's hand, would take that old classic fel low who went prowling around with a lantern te liud. When the president cees in geed company he will be treated with the respectful attention te which he is justly entitled, but when he takes a man se vulgar and se unsavory as his secreta tary at" the navy he need uet be surprised that persons let him severely alone. Mr. Keim, who is new famous as the most universally condemued man in the country, and "who is the butt of the choicest ridicule aud sarcasm which the newspapers of the country eau command, in his annual address sometime age te the Republican loague of Berks county, used the following lancuage : " If there is anything absurd in politics it is credited te Uerka county." In the light of recent events it seems that he spoke mere truth fully than he thought. The president and the civil service commissioners evidently regarded the chief examinership as sotno setno sotne thing absurd in politics, se they credited the appointment te Berks county, and as Mr. Keim was the only politician frnm that, lcm.ilit.v at larsre around Washington they kindly took him in. The I wltole ceuutry at once recognized ine an surdity of the thinir, and the favored seu of Berks had te wait but a short time te see his weids confirmed. Mr. Keim further said ou the occasion referred te : " TLe world leeks upon usasau ignorant, uncul tivated and slavish people, with se little manhood and independence that we fellow from year te year in the footsteps of a forgotten age, iu political intelligence and principles." This is very sweeping and crushing, aud Very humbling te the pride of Old Berks, and if, in addition te this, we had te bear the bruut of Keim's present appointment, we would uever dare te held up our heads again ; but whatever else Berks may have done, however ignor ant aud uncultivated it may he, we de net think it would ever have been guilty of appointing or recommending for appointment Mr. Keim, cither te the civil service examiucrship or te any ether office. It would never have taken such a fearful responsibility. And yet Berks does net kuew Keim as well as he is known in Washington. We think, therefore, that Berks, notwithstanding the alleged ignorance aud slavishncss, attiibutcd te it by Mi. Keim, may tairiy claim credit for mere horse sense and a mere accurate knowledge of men than is prevalent iu Washington. Wheu Keim first burst upon ltd with his scheme, te re form the posteftices, it took thopeeplo of Berks just about three weeks te size him up and assign him te his proper place, but it seems the politicians of Washington", after an oxperience and an acquaintance of years, have been unable te de se.
