UlS UCJU Ul ujwiauuuii .... no man became mere regular in attendance en the quarterly terms of the superior court than " Kit Jenkins.'' 3$y dint of earnest solicitations he managed te collect enough from politicians, lawyeis and clients assembled en these occasions te purchase a somewhat aged and attcnu ated steed and the second year after the close of the war found in him "A Beggar en Horseback." In the tirst company of infantry that marched from the neighbor hood te the battle field of Manassas under the command of Capt. T. B. Massie were enrolled two scions of the Jenkins family. One of them was either killed in battle or died in some hospital, and "Kit" did net fail te reinforce his appeals for help by recounting this fact. At first his c'ueuit was within a radius of probably five miles and every farm house within that distance of hia mountain hut received a visit Jrem him at least twice a year. He weut pre pared generally with a bag large enengh te held a side el' bacon and half a bushel of meal, with room also for such favors iu the shape of coffee, sugar and tobacco as he could obtain. Always tespectful and nranimtincr a couutenance calculated te soften the stoniest heart, he was eoldem sent away empty. By degrees he enlarged his bounds, aud in the fast year of his peripatetic caieer was often heard of in towns fifty or sixty miles away. Once hocressed the Potomac river into Maryland and returned te his home by way of Washington, in whic'1 c'.ty he was duly honored by notices iu some of the newspapers. But it is of his last trip 'that he speaks with great pride, for it was then that he had the honor of ringing the bell at the front deer of the gubernatorial mansion in Richmond. Just what hap pened te him alter the bell had sounded "Kit "has never cleaily lelated ; how ever, the next morning found him abtride the old bav nae whose head was pointed wards the home of Jeffersen at Uuar- lettsville. There he created no little mer riment and acquired much from the stu dents of the univeisity. His appearance en his return is said te have resembled that of one Mesby's scouts after a visit 10 the house et some loyal Dutchman in the valley. His wants for the coming wiuter were supplied, but at the expense of the life of his faithful companion. After the ' death of his horse he gave up his wander ing, but does net allow these within rea sonable range te forget him or his necessi ties. A"t hec-killine times there are few of the farmers around who are unwilling te put by a poitien for the old man At May and June courts, when mebt of t e important business of the farmers is set tied, " Kit's " small figure may still be seen, and if bis little eyes have lest some what of their keenness, and if the black' of his beard has given pltce te gray, he is none the less ready te bandy jokes or re turn flattery for kind words or deeds. On election day he never misses, aud once having premised his vote for a candidate no soft words or proffered biibes have been found powerful enough te shake the leyaltj of this prince of beggais. Democrat. ystem must go and thatbofeio nends, if it ever had any ex i F in eui03, are becoming fewer d'uew advocates for its abeli- ng forward. County officers ire a fair salary, aud if fees are te be exacted they should be paid into the county treasury. But if we could have our own way'abeut the matter, we would abolish fees entirely, and threw open all the county offices te the people free of cost. There is no necessity for a longer contin uance of this tax. The various duties of the judge, commissioners and county treasurer, are discharged without cost te the people, and fees can be just as readily dispensed with in the ether county offices. If there be no necessity for the county commissioners te exact fees for the busi ness they transact in their office for the public, there can be none for the register or recorder. There can be no objection, that we can see, te the abolition of all fees, and te throwing open the courts te a'l, "without money and without price." Down with the fee system. A.
