Senater Gorden Las introduced a lengthy and radical bill te enfeice the previsions of the new constitution relating te rail roads. In substance following are the features et the bill : The first sectieu provides that if any president, director, officer, agent, super mtendent, employee, lessee or receiver of a railroad or canal company shall deny te auy individual, association or company hib equal right te have per&eus or prop erty transported ever cauals or railroads, or shall willfully refuse te furnish the necessary and pieper nieaus of enjoying and exeicisiuz .such, right, or shall tnake unreasonable charges, or shall make any discrimination or facilities, the person se offending f hall be liable, te a fine of net lebs thau $100 uer ihore than $1,000 for the first effeuse, and for a second offense imprisonment at haul labor for a term net less thau one year nor exceeding two yearb. The second section provides that a per son indicted for the olfenso deliue.I iu the lirst section shall net be allowed te set up as a defense that he committed the act under orders of a superior officer or di rector, but the superior giving such order, or any member of the beaid of directors vetiug for such a policy or beiug piesent at the meeting and net opposing it, is theieby made equally liable with the per per seu who actually commits the misde meanor. The thiid section forbids the consolida tion of rival or parallel railroads, the con trolling of one read by another one par allel te it and the peeling of receipts un der the penalties presented in the iirst section. The sixth bectieu makes the giver and recoiver.except cniploytej.of a fice pass or a discount liable te like penalties, and provides that if the iccipieut be a mem ber of Ceugtess or a public officer of auy ki!!ii it shall be considered btibery and punished accordingly. Section 7 gives jurisdiction in such cases te the cetiit of the county whoie the mis demeanor was committed, and ptescribes that the prosecutor shall be paid a sum, net te exceed $100, for his poi senal oxpsu expsu se, time and tteuble. Sedtien 8 prescribes that any paity in jured by au act herein made puntshable as a misdemeanor, or who shall compromise or compound it, or forbear te prosecute ier a valuable consideration, shall be liable te indictment as guilty of a misdemeanor of the same grade under the same penal ties. Sectieu 9 gives the person iujutcd the right te bring suit iu any district or com -meu pleas court, and makes the original precebb geed as agaiubt the corporation if made in the proper ceuuty en auy officer, ticket agent, superintendent or station agent. Sectieu 10 pievidcs that if any violation of this law be committed in putsuance of a resolution, by law, contract or agiee agiee nient passed, made or acquiesced iu after the passage of this act, it shall wetk a forfeiture el the company's charter, and it is made the duty of the attorney geueral te institute pteceedings te that end. Section 11 provides for the appointment of a beaid of levisieti te fix the tat iff chaiges, which shall be roaseuablo and net exorbitant within the meaning of this act. The manner of appointing this beard is left blank, te be filled in wheu the bill is iu committee, or as the sense of the Meuse may suggest. Section 12 provides that through rates and local rates shall be always the same, whether wholly in this state or partly in this and partly iu ether states. The thirteenth ami last section specifies that the beard of revision shall meet at the capital every six months, en a day publicly fixed by the governor, and shall be sworn te perfeim their duties faith fully. They bhall have power te send for persons and papcis and take testimony and hear parties interested, by counsel or pei seu, the attorney general te appear in the interest of the public, and the beard shall have the power of a court of locerd te punish for contempt. Freight Discriminations. In the Heuse the lluliuc's bill is being considered in committee and the railroad people are being heard iu opposition te it. Fer Iho Pennsylvania railroad Mr. Sellers has argued that the bill would de no geed te the state and would cripple the Pennsyl vania railroad by giving all its through freight, which comprises two-thirds of its tonnage, te competing trunk lines. The law Was already sufficient te prevent un just discrimination. He believed that there were net five cases pending iu the courts of alleged unjust discrimination. If local rates were put down te through rates the railroad would be forced into bankruptcy. On the ether hand, if through rates were raised, through freight would be taken away, and the company's only escape from disaster would be te make local rates still higher. In couclusieu Mr. Sellers suggested that if there must be further legislation upon this subject, let a competent commission be appointed te as certain as nearly as possible what will be just and fair te all. Hulings, of Venango, author of the bill, said that no matter what the committee should de he would offer a resolution in the llouse te bring the matter iu the Heuse. He went en te say that Sellers evidently did net understand the bill. The present law new prohibited uujust discri mination, but does net point out any mode of procedure for the aggrieved. . His bill embodied almost the exact language of the constitution. It did net aim te abolish just wholesale and retail rates. Hulings new offered an amendment which he thought ought te satisfy everyone The amendment defines unjust discrimination and forbids "except a due and reasonable difference growing out of difference in the cost of service". A FOREMAN'S GOOD FOllTUNK. Three .Millions of Dollars Waiting for Him in Scotland. The foiemanef a caudle and soap fac tory, a modest, gentlemauly fellow, with a small family, has come te the front in Milwaukee as the heir te a fortune worth 3,000,000. The mail brought a letter te Mayer St ewell from a lady named Mrs. Margaret Irwin, County Menaghau, Ireland, making inquiries for a nephew named Jehn Clements Ralston, who came te America 15 years age and who had last been heard of as living in some place in the Northwest. She had reason te be lieve he was new in Milwaukee. She said her brother died ten years age. leaving a vast estate worth at least 13,000,000, and that it fell te Jehn U. Ralston and herself ; that the officials who had the estate in charge had settled it, and that everything was in readiness for an equal division. She said she was a woman of wealth and would pay any reasonable re ward for any information leading te Ralston's discovery. The mafkr turned the letter ever te the reporters and in less than an hour Jehn Clements Ralston was found. He is the foreman of a large soap factory, and his general appearance shows that he is a person who has seen decidedly better days. He said he expected seme time te get something of the fertune in question, but never expected te strike anything quite se rich. He came from Buffalo about two years age, and has a family te support. He heard of the death of this relative, Silas Ralston, by the merest aceideut. A few years age a Glasgow (Scotland) p;per advertised for the heirs, and one of the papers chanced te ceme into his possession. Kuewing that some of his graudratuer s relatives went te Scotland a great many years age from the North of Scotland where his people lived, he was struck with the idea that they must be lelated te bis fam ily, as no ether Ralston lived in Scetlaud. He, therefore, communicated the fact te his uncle, James Ralston, of Petrolia, Can ada, who began te investigate, sending a man te Scotland and Ireland te leek the matter up. This man never returned, and thus the matter rested, no says he is positive that the deceased millionaire's father was his great grandfather, and that in due course of time the property will fall into his own and his aunt's hands. Mr. Ralston baid he was born in Newry, Ireland, and came te this country about 15 years age. He married and lived at various places, wbeie ever fertune took him. The estate has been iu the courts J Glasgow for 10 year?, or ever since the relative died.
