There is no room for any doubt as te his duty in the premises. The law is explicit and there is no ether process by which appropriations can be lawfully asked for. The law is periectiy weir known te the institutions and there can be no plea of hardship, if it is vigorously en forced. If it is net enforced, and tha illegal appropriatrens are allowed te go en, increasing as they have dene for years past, it will net be worth while te talk much about the small economies that save the little sums, while the large ones are allowed te flew from the treasury in open violation of law.
