Deserved Tender of Respect te the Yeung New Yerk CengreBfmac Chairman Ueu8C'"s Speccn. TLe diuner given te Peiry Belmont, member of Congress for the First district of New Yerk, Saturday night, at Delmou Delmeu Delmou ice's was one of the events of the season. It is an event also full of kiteiest and of significance for the future of the Demo cratic party and of ecl government in Njw Yerk, for it testifies te the genuine interest in public life, its duties and its opportunities, which i felt by the rising young men of the metropolis. The gen tlemen who co-epciatcd in this movement represent the inent active and respectable classes of our citien. They are New Yerhcis of New Yeik, and the testimonial of their personal and political legard of- tertd by tiiem te -ir. iseiment 'ves cx cx presMeii te a widespread and slewing feel ing among thi.' intelligent joungtnenef tie jirc-cnt gcnci-atien that the time has come when the gicat civil, industrial and financial issuer wh'di belong te the pres cut day must come te the freut in our public aflairs and be dealt with practically and intelligent! . Weeds-, of Albany, aud Mr. A. E. Mac Donald. About 14e guests weie present. The first toast te the guest of the evening was lespeuded te by Mr Bel mont in a speech of some length, at the conclusion of which Ictteis of regtet were nail by Oovciueis-elcct Cleveland, of New Yeik, Pattison, of Pennsylvania and Lieutenant Governer elect Black, of Penn sylvania. At the conclusion of the tatters the chairman ie.se and proposed the fel lowing toast : Pennsylvania. In feimcr jcais side by side with New Yeik in the battles and triumphs of the Democratic cause : we compete with her in honorable livahy.aad n joice in her lcdcmptieu from the wimig .iiid tbiaMem of "'bes" rule, air. nenset's Spuecti. Mr. Ilensel, the chairman of the Penn sylvania Democratic state committee, hhe in reply aud said : "Mr. Chairman ani Gknti.hmrn : I presume the Demeciatic state of Pennsyl vania is what you mean. (Laughter and applause). The morning after the elec tion in our state I met a gentleman who had been associated with me in the state central committee. I spike of our tii umplis and asked him if he was net sat i-lied with the lcsult. IIe r plif d that he was, but that, i he news from New Yeik had dwai"ed Pi-unsj ivania'n wink. (Ap plause.) And as F went home I could net help feeling that he wasiiht. I had a feeling of humility when I the.ught that Texas had sent the Democratic banner te the Empite slate. (Applause). AVheu I get your invitation te attend this dinner I felt that we would all meet here te c;ic biate the Democratic victory in New Yerk aud Pennsylvania and all ever the union ; te celebrate what you and I believe te be the end el boss j ule. (Applause.) There is a special liinessiu our meeting together te honor the siiicst of the evening (ap plause) beciusj he mere particulaily repiesents the young Dcmecsacy of the country. Te me the fact that he is the guest whom we delight te honor is the pleasanter btcause my own state is under especial obligations te him ; he it was who manifested special interest in our light. And se it was my duty as it was my pleasure te come here te night. (Ap plause.) It was the privilege of the I)o I)e I)o meciacy of Pennsylvania te illustiate the force, the power aud the influence of the young Democrats iu the country. The accusation wa.5 freely made against the candidate for governor that he was young. AVe did net leply as a great English statesman ence did te a Minilar accusation, that it was a fault which would mend with time. (Laughter.) AVe were content te auswer back that iu every stage of the world's history the vigor of youth has been as necessary te tiie wellbcing of the body politic as the wisdom of age, We might have said thai, our candidate was no younger than David when he met the Philistine, no younger, thau Paul when he preached against the follies and CDrrui -tiens of the Ephcsiaus. He was elder than Alexander when he sighed that theie were no mero worlds te conquer, elder thau Na poleen when he halted his legions in the shadow of the Pyramids, elder than Pitt when he was prime minister of Eugland, elder than Themas JelTersen when he wiete the Declaration of Independence (applause) elder than Alexander Hamilton when he became secretary of the treasury, elder than Calhoun aud Clay when they like giants bounced into the political arena, elder than Peny Belmont when Le went down the aisle iu Congress and gal. lautly touched his lance upon the shield of the plumed knight of Maine and low ered his pluine te rise no mere. (Great applause.) He was six yeaie elder thau he was when he began his career as reform coatreller of Philadel phia, and he will be four years elder still when he linisheH bis first term as reform governor of Pennsylvania. His adminis tratien will be like the genial summer rain te the parched earth in the corrupt peliti cal life of my state. (Applause. ) I de net held in light estcem the wisdom of theso who founded the party te which we all belong. But I have read that a party can only live en its traditions whenitiives up te these traditions. (Applause.) If the Democratic party has under bad leader ship strained the rights of the states, or if it has tee far deprived the general govern ment of power, it has doue wrong. True Democratic doctriue is te keep the proper balance between the two, exalting neither above it3 proper place. (Applause.) If the Democratic party has been false te the hard money principles et Jack Jack eon (applause), if it has given countenance te a bad system of taxation, it has been false te the principles of the fatheis of the lcpublic. It it has favored corpeia'ions above the law it Iies gene against the fundamental priucp'e of De De mecracy.that in the people lies all the power (applause), that the creature can not be greater than the creator. Oliver Wendell Helmes has said that there are only two classes iu American society, the men en horseback and the men in their shirt sleeves. If this be true, then the Demeciatic party are always en the .side of the men iu their shirt sleeves. (Applause.) The Demeciats of New Yeik, of Pennsylvania, of the whole ciuntry held in grateful memory the men who have held Democratic principles in the past. Far distant be the day when Democrats will turn a deaf ear te the calm conservatism of such men as Seymour ( applause ) or slight the wisdom of such men as Samuel J. Tilden. (cheers aud applause.) Before such men the young Democracy can well feel that they sit and learn. But no men knew better than these that when the time comes when they must lay down their weapons it is te rhe young men of te-day that theso weapons must no be queathed as when the veterans took them up. (Applause.) The best hope of the Democratic party te-day is illustrated in the late elections. I believe with Gover Gover eor Cleveland (applause) that Democratic principles, henest'y applied, will furnish the best and only remedy for political evils. All honest men are looking for snch a remedy. It seems te me that the Democratic party, which is the party of local self-government, is coming into newer by local victories. Iu gaining states we can hope te gain control of the general government;. Applause. 1 By honest exercise of the control we have get we can show that we are worthy of the presidency in 18S4. By carrying out the premises wu have made we can show that we will carry out theso we niake. Our victory wen enables us tu anticipate the victory we will win. This dinner is a stone which marks our course, an event which we will all icceltact as being one of tiiesj which points out te us the gains we have made as well as these we have jet te make. Loud and continued applause. Mr. Bayard Stockton responded te the toaitefNew Jersey, and u hen ''enncii cut was proposed a letrei f.e-n Gv-eleel Waller was read.
