Mow Mr. Hanry Villard raid a Note that Bo Gave Twenry-nve Years Ago. Twenty-five years ago Henry Villard, the manager of the Northern Pacific rail road, was in Racine; and there as a young man struggling with fortune and not very successfully breasting its waves, he en gaged in a German newspaper enterprise. To obtain money to buy printing material he gave a note for $300, which was en dorsed by Mr. Samuel Ritchie one of the members of the Racine bar. Villard was unable to meet this obligation and Mr. Ritchie was obliged to pay it. After the lapse of a quarter of a century, and only a few days ago, Mr. Ritchie wrote to Mr. Villard, informing him that he held the note, and that he would surrender it for 500, although the principal and accrued interest would largely exceed that amount. Thn nthnr dv Mr. Ritchie was surprised and delighted to receive from Mr. Villard a certified check for 1,000, enclosed in the following letter : New York, Oct. 2. I)eai: Siu : I am directed by Mr. Vil lard. to acknowledge the receipt of your favor of the 23d infet. lie is surprised and pained to learn that the claim to which you refer remains unsettled. Nearly twenty years ago, while living in Europe, he placed funds in the hands of a relative for the Kottlement of any and all direct or indirect demands growing out of that ul fortunate newspaper enterprise, and he had a right to suppose that they were mi t at the time. Mr. Villard does not wish any one to-suffcr any loss on his account. He cannot, therefore, aosept the reduction of the claim you propose, but directs me to enclose Tiis certificate check for the full amjunt. Mr. Villard requests you kindly to acknowledge receipt and to send to the accompanying address any evidence of indebtedness or other paper relating to the transaction that may ba in your pos session. The "Washington Star has the follow ing editorial : The e.xlra3rdinary story is g-iiu? the rounds that Senator Mahone, in order to secure the services ot Prof. L-VJcrston to stump Virginia and set forth the doctrine that " Mahoue is the colored man's true friend," offered "to make President Arthur appoint the professor to be one of the commissioners for the District of Columbia, after the election.'" But, according to this Btory, the professor insisted Mahone should " a!sj" pay him 8230 cash in hand before he would budge an inch on the election tour, and tho report adds that Mahone accepted the terms and paid the monev. though he crumbled at the sum ".is exorbitant." This story sounds fishy ; certain tbo commissionship part of it. There have been reports afloat that tho district officers were to be reorganized in a way to give Mahone the control of a cor tain amount of patronage ; but, supposing these reports to be true, it has never been imagined that this patronago would ex tend above minor appointments in the district government. Some extraordinary things aro being done now in tho way of giving patronage to state bosses to help them sustain their rule, but quite certainly President Arthur has never promised to throw the governorship of the 180,000 people of the District of Columbia into the patronage pool for the benefit of Ma hone or anybody else. l'rrrsvoRD, Mass..
