One of the general's aides-de-camp, with 250 rifles, pushed beyond Hilaha, six miles' hence, to blow optne railway. They met some of Arabi Pasha's cavalry and several shots were exchanged. The Egyptians tied, after losing two dead and several1 wounded. The rifles, having finished their work, withdrew. British troops mw occupy Aboukir, Arabi Fasba has levied a war tax upon the land to the nominal amount of 500,000. Thekbedive has received advices that Arabi Pasha is well supplied with provisions and ammu nition, but that his forces are not increas ing. Some correspondents having reported, tbat they were fired upon at a village near! Alexandria, a party of military proceeded! thither last evening. They found the houses filled with plunder and brought forty prisonc rs back for trial. The British have app3inted Achmet Rifaat governor of Alexandria. His duties will be mainly1 nominal, but his use as a figure head will enable authority to be exercised without wounding tbe native susceptibilities. Germ in, Italian and French refugees continue to arrivo from the interior, and barges and gunboats have been sent to Isruailia to receive them. The disturb ances havo driven every Euiopeau out of Cairo. Many Christians have been killed there aid one large party of refugees had to take the train at Kars-el.Nil on account of the threatening attitude of the savage mob at the terminal station. At the sta tions along tbe lino the trains were assail ed by the natives and the travelers mo lested. The whole country is in a state of utter anaichy. The governor of tho town, a partisan of the khedive, is well disposed toward the European, but is powerless to take de cisive steps to effect public security, aud is coventor of Poit Satd only in name. The real governor is a colonel of troops, who is a devoted fiiend of Arabi. Neither the police nor the troops obey the gover nor unless they leceive orders from the colonel. The governor is between two fires, receiving instructions from tho khe dive and from Arabi. He has beeu told that the khedive, having gone on board an English ship with his harem, is no longer worthy to iuIo in Egypt, aud that tho )iCoplc must now choose between the khedive aud Arabi. Telegrams from Arabi aro dated Alexandria. The natives are deceived by the lying repot ts of the tchels and believe that Arabi has been Miccossful at Alexandria. Arabi Declared a Rebel. A dispatch from Alexandria announces that t he khedive has signed a decree dis missing Arabi Pasha and declaring bim a rebel. He has also issued a general order Torbiddiug tho Egyptian army to obey the order ft mn Atabi Pasha, and forbidding tin' Egyptian people to pay him their taxL-.N. A pioclatuatiou issued by the khidixe asks the people to assist tho English, who, it says, are ''promoting the real iutciests of Egypt." Arabi Pasha's notification reads as iollovvs : Arabi Pasha : In consequence of your depaituto to Kafr cl-dwar, accompanied by tho army, thus abaudoning Alexandria without orders, stopping railway traffic, preventing us from receiving telegrams and communications through the post aud impeding the return of refugees to their homes in Alexandria, and of your persis tence in war preparations aud your refusal to come to us after receiving orders, I dis miss you from the office of minister of war. The khedive issued the following circu lar to the army : On perusing the order for the dismissal of Arabi Paclta from the office of minister of war yon will know the great motives which necessitated his dismissal. Hence forward ho will have no authority ovei you. Whosoever agrees with his designs' and movements will have participated in, his crimes. w uosoevcr snows obedience aud cotifoims to our tule will deserve honor, courtesy and good renumeration. You must be aware that tbe country is surrouuded with daugers aud perils, for the powers have agreed upon Turkish in tjtveutiou for tho reform of the country, without damaging tho privileges of the firmans granted to Egypt. I am convinced that you will conform to my orders, which cannot have any object other than the welfare of the country. It is considered certain that Arabi will destioy Cairo uuless defeated and captur ed. In reply to tho proclamation of the khedive, Arabi appointed a minister of his owu at Cairo. Preparations havo been made to attack Aboukir. Arabi is mov ing portions of his forces in that direction. Dispatches for Arabi brought by the em bargoed mail steamer wero seized. It is stated that two of Aiabi's colonels, acting as spies, enteied the town disguised as dervishes. The khedive has rcqucested tbat a steamer proceed to Dulcigno to fetch two thousand Albanians to act as bis body-guard. The ministers have op posed tho project, refusing to piovido money therefor.
