As een as the reading of the journal was ended Reed (Me.) called up for considera tion the proposed amendment te the rule prohibiting dilatory motions en a contest ed election case.) The question of con sideratien, that is, "shall the Heuse new consider it," was instantly raised by Ran dall (Pa.) aud that was followed by a motion of Kenna (W. Va.) te adjourn and one by Blackburn (Ivy.) that when the Heuse adjourn it he te meet en Wednes day next, stilting as a reason for the mo tion that Tuesday Iwas Decoration day. On the latter motion the yeas and nays were ordered and the tactics of obstruc tion were thus put in opeiatien. The vote en Blackburn's motion was auueuuccd as yeas 2, nays 143. Thereupon Randall moved that when the Heuse adjourn te-day it be te meet en Thuisday. Cn that meticu Reed made the peiut of order that ou a preposition te amend the rules dilatory .motions cannot be entertained. Randall denied the rinht of the speaker te put any such construc tion en his motion. Reed proposed te discuss the point et order and suggested that a limit should be put en that discus sion. Ne agreement te that end, how ever, was made and the 'speaker said he would net make the limitation less than an hour en each side. Reed then opened the discussion. Reed in his speech queti-.l decisions of Speakers Randall and Blaine te sustain his point that dilatory motions could net lis cntettained. Randall replied te Reed and said that there was no similarity between tne present case and that in winch he had made the ruling just quoted, aud in the case of Mr. Blaiue's decision he said that after that decision was an nounced it was conceded that dilatory mo tions could only be cut eQ'by a two thiids vote. The discussion was continued by Kassou, Hasi.cll and Robeson en the Re publican side, and by Kenna, Carlisle and Blackburn en the part of the Democrats. OIV rer a Holiday.
