Sonic light will be shed en the events of the past few days in Ireland by an ex planation of the anomalous form of gov ernment which has grown up in that coun try. The PaUJIall GazttteAu October, 1S80, gave a very graphic account of the com plicated machinery which has its head in Dublin castle. The writer says : Ireland is often emphatically described as the most beard-ridden country in Europe Be that as it may, the system which gov erns it is undoubtedly detested by the great majority of Irishmen of all political views and all leligieus creeds. Probably it would be beyond the power of man te induce an agreement as te what substitute should be enthiened, but theic is a hearty uuamiuity in condemning that v.hich ex ists. Undoubtedly the general idea is that the same government exists for both Eng land and Ireland ; and yet the difference is gieat and wide. The government of Ireland is essentially a centralized govern ment ; it is eutheucd in Dublin cattle, and from that historic but much detested spot ptemulgates its decrees aud rules the country from PertrusU te Cape Clear. Lecal government exists in name only. A sub constable in Denegal returns late for duty a report must be written te the castle. The attorney and solicitor generals also help te lerm the government, but as a rule are net very prominent, except in the law courts and upon the occasion of state pros ecutions. It is upon such occasions as these that Irish men groan for a greater measure of self self geveinmcnt, and feel exasperated at bav in" what, they knew te be important and necessary .wei ks refused or rendored impos sible by these who neither knew the coun try, the facts, nor the circumstances. His strength is enor mous, and his intelligence is se much greater than that of the average At ctic explorer that the latter always speaks of him with great respect, and avoids meet ing him en the ie lest the bear should regard it as an intrusion. There is no an imal mero patient than the polar bear. When he finds :i snow hut full of Esqui mam he will sit down at the deer aud wait whele days for the inmates te come forth. It is in vain that the Esquimaux attempt te cajole him with buns or te dis tract his attention with gingerbread. Un like the brown bear of the menagcrie, he cares nothing for these delicacies, and sniffs derisively at them when they aie tossed te him out of the second story window of a snow hut. As the ice floats further and further south it will melt mere and mero rapidly, and when it finally disap pears the fate of the unhappy bears can be easily imagiued. If Mr. Bergh can sit quietly in his office while an unknown number of polar bears arc thus in deadly peril, he is net the sort of man he is generally believed te be. Were a steamer te be leaded with a few dozen plump boys and sent in search of the bears they could probably be re.-cned without difficulty.
