It is evident from what fellows that you mean te hay they were unpopular because they paid bills that were unjust and ought net te have been paid. Allew me here te add that for thus squandering the people's money they richly deserve the popular in dignation of the taxpayers. But why associate me with this nefari eus business'.' I had no hand nor part in its consummation. True, you impliedly ex. C3pt me from participation in the payment Of the last batch of bills that were clan, destinely paid, after the office had been finally closed for the terra, by mentioning the names of Ceble and liiisheug in con. ncctien with that transaction, but you leave it te be inferred that I co-operated with them in the payment of the mul titude of ether iniquitous bills that wcre paid duiing our tcim of office. I am aware that I acquiied a geed deal of unpopularity when commissioner, but I have the consolation of knowing that I in currcd it by my peisisteut opposition te the payment of all extravagant and unjust bills. New I have no objections te your parading my unpopularity In your column", but in justice te me you ought te have told whence it emanated. The persons te whom it is due held the county bends for it, and some of tiiein are net due for a number of years 'yet, and some of them :uoevei-due. Thice years' experience in the com missioners' office convinces me that a levy of twenty-live cents en thehuudreddellais valuation is amply sufficient te meet all the current expenses of the county, includ ing ordinal y improvements and repairs, and leave a very considerable balance each year te pay the funded debt with. By the practice of that ligid economy that it is the duty of all public officer. te en force, I feel safe in saying that the entire county debt could he paid in les.s then ten yeais without in creasing the rate of taxation one cent. If our county business was managed with the same economy that all frugal men manage their private business, $100,000 a year would be sufficient te pay all the necessary expenses of the county, instead of $260,000 as is contemplated by a levy of thirty cents en the bundled dollars val uation. Aud there is no conceivable reason why it should net be thus man aged. The county pays cash for all labor aud material furnished it, and therefore ought te get it at the lowest market price, instead of, as is tee often the case, paying double that amount. Right here the question may be very peitiuently asked : " Why did you net, when commissioner inaugurate and prac tice this retrcuchmcut and economy that you are talking about ? " The answer is, I did se far as could be reasonably ex pected of one in the minority, hut failed in very many instances for want of that support and co-operation from my colleagues which the taxpayers had a light te expect me te receive ; and if I had received it we would have been enabled te have paid at least $20,000 mere of the county debt than we did pay. Unfortun ately they had tee gieat a preneness te fellow in the footprints of our immedi ate picdecessers. However, if the present beard of commissioners are determined te imjK.be an additional tax of forty-five thorn-awl deH.nis npm the people te pro pre ducd an oveiflewiii ih.i.-.urj ii an army of cormorants te feed upon, I cannot prevent them nor de I propose te try; but I have a right in com mon with all taxpayers te say that they ought net te de it uuder the false pretense of paying a large floating debt that has comparatively little or no existence, nor even of paying a bended in debtedness which does net mature for two years from next April.
