It w ill be remembered that in the bill of Register Eilgerley for rcariaugiug the papers in his etlicc, ''by order of court," reference was made te the 1,500 liles used, aud that 2,000 of the same weie used by Prothenotary McMelleii in the work for which he get $1,800 ; aud that iu their re- commendation of " very liberal compensa tion " Judges Patterson aud Livingston mentioned that they recommended the adoption of the " files " used. It was surmised by some persons that a considerable pat tien of the expenses of the work done was for the purchase of these files and that probably the "very liberal compensation " allowed had cov ered the outlay for these files. Haines, job printer, and Jeseph II. Huber, brass founder, are making and selling an improved aid very convenient tile for use in public offices : which we have been informed by Mr. Barnes has net yet been patented, but of which the patent is applied for. The county bought 3, 500 of these for the reartangement of the papcis in the register's and prothenotary's office. When the fust thousand were furnished they had no straps with them te lake the place of the tape generally used iu wrap ping about files of papers. V. L. Ivreiifrr furnished straps for these. They were of kip. about two feet long, j inch wide, with Cuckle aud holes, and for this thou sand Mr. Iv i eider was paid 3100. With the ether "2,500 liles Barnes furnished stiaps, somewhat inlViier te these made by Ki eider, narrower, of lighter leather! aud some of them tee weak. Fer his entire supply Barnes was paid ? 1,225, u5 cents apiece or S350 a thousand for the liles ; and we are told that lie aud Huber have sold 1,000 te Chester county at the same tate. A desciiptieu of the file may show our mechanical readets what the device is, wherein the specialty consists, aud what the actual cost aud profit are and whether the county paid a fair price. The patent is of course net en the strap as that seems te have been Air. Kt eider's suggestion, and the files were first made without it. Besides the :Lrap, the file consists of two pieces of still tar beard with a piece of muslin pasted en the end of them, of the same width aud folding ever the cud of the papers tiled, slipping through a brass "held-fast," somewhat like a sus pender buckle, riveted en the lower piece of beard. The strap is riveted en te the upper piece of beard aud about an inch and a-half from the end of this piece there is a joint iu it aud a small baud of white gum tape makes a hinge, which enables it te be thrown back and a tcaich te be made through the papers filed with out takiug them out. The patent is ou this joint, aud in the application of the held-fast clamp te the file, as the two pieces of stiff card beard, the muslin and tape have long been in use in the court house offices. It is undoubtedly a useful and vciy convenient style of file. The question is, whether the county was justified in purchasing 3,500 of them te supply its wants and paying si, 333 for them. Steuer tells us that the work was very necessary te be done ; it was petitioned for by every member of the bar, including the editors of the Ixteli.ieesceu ; that he did it under the instructions of the court, and submitted his bill te Judge Livingston, who fixed his compensation at $500, upon a basis of 4 cents a name for 12,000 names indexed and $20 for red lining and correct ing. The Lmv lu the Case. The following digest of the law will ex plain the right aud duties of the court in erdcting reairangement, rcstoiatien and rciudexing of the public records. The law of June .17, 1839, makes it the duty of the judges, as often as the re corder of deeds, register of wills or clerk of orphan's court of any county, shall be superseded, aud as much eftcuer as shall be requisite, te ascertain if the lecerds, books, indexes aud bills of their respective offices be kept aud left as the law contem plates ; and if neglect is apparent te di rect the deficiency te be performed by the proper officers ; and when the same arose from the neglect or misconduct of a pre ceding officer, they shall assess and order a just and reasonable compensation for said service te be by said court certified te the commissienars and paid out of the trea- I sury of the proper ceuuty ; and substan I tially the same is provided iu the case of prothenotaries and ether court clerks as te their " books, files, iudexes and pa pers," the judges te award for the work suaJi reasonable, Jair and equitable com pensatien," as they " may deem just and proper." In such cases, however, it shall be the duty of tha commissioners, when they have paid such compensation, te proceed te collect the same, for the use of the county, of the defaulting officer. By the act of Alay 3, 1373, the courts of common picas were authorized, whenever it appeared te them advisable, te change the mode of keeping indexes of the public records and direct hew they shall be kept the new indexes rendered necessary by such changes te be prepared by competent per sons appointed by the officers, with the approval of the court and the expense te be borne by the county ; and by a sup plement te this act it wai provided that worn-out or faded iccerds could be re stored in like manuer. The Orler ut Court. Following is the elder of court under which the proMieuotary proceeded te re arrange the papers iu his office for which he was paid $1,800. W. llensel fc Sen, of Quarryville, will be dissolved ou the first of March, the senior partner retiring from a business with which he has been actively identified for a period of forty five years. It was established by the late Lewis Haines iu 1833, Air. llensel entering his store wheu he was leurtccn years of age. Three years later he had an interest iu the business, and in the spring of 1812 he bought out Air. Haines, who retired from mercantile life. During the forty-five years Air. llensel has been iu Quarryville he has been cini nently successful, net only as a merchant, but also in that which men should prize still mere highly, in uniformly command ing the respect and cenfidence of his neighbors and fellow citizens, He has been eminently successful in this, net only because of his integrity of character aud urbanity of manner, but for the reason that he has always taken a lively interest in and given substantial encouragement te any enterprise calculated te develop the resources ami promote the inter ests of the neighborhood with which he was identified.- lie was an early advocate and an active worker in the en terprise which gave Quarryville railroad communication with the outside world, and its final completion was largely due te his hopeful perseverance when ethers weie discouraged. Mr. llensel, although retiring from the active duties of mercan tile life, is net the style el man te permit himself te "rust out" by spending the lcmaicder of a yet vigorous life in inactiv ity. He has farming aud ether interests te leek after, sufficient te keep him active ly employed. He has our best wishes for his unexpended future. It wil 1 be scen that the business, with the exception of the hardware branch, will he continued at the old stand by the juni or partner, Galen J. P. Katib, and that a new hardware store will be opened in Air. Heusel's "old" store house, by his son, Charles (J. Hcnscl, who has been in the employ of the old firm for the last four years, aud from whom he has purchased their entire haid ware department. UAltr ITEMS. In and Around Georgetown. The few days of cold weather during the past week have been appreciated in this section by the persons who store ice ; most of the ice houses wcre filled with a geed quality of ice of about '1 or 5 inches in thickness. Surprise parties, usually numerous iu our neighborhood at this season of the year, are beginning te loom up again, and the opening one of the series took place at the resideuce of Dr. J. Keely en Saturday evening last in honor of the seventeenth birthday of Geerge Baney, a step-son of Dr. Kceley ; about CO persons were pre sent aud partook of the abundant repast. Several presents were presented te Geerge by the young ladies who conducted the affair, and the sham cake was cut by the doctor with a geed display of surgical ability in handling the knife.
