Franklin, esq., having re signed his position as vice president the union wcut into an election te fill, the vacancy, and Joel L. Haines,of the Amcr can, was chosen his successor. 7" A motion was made that the resolution passed July 9 last, notifying city councils that the several companies would go out of service en the 1st of February ensuing, be rescinded. The motion te rescind was after debate adopted by an almost unani mous vote. Mr. Cox submitted the draft of an erdi nance which it is proposed te present for the consideration of councils at the meet ing of that body to-merrowIt is alengthy document, comprising twenty three sec tions and embodies all the points of the communication of Mr. Cox, read at the late special mcctiug of councils and printed in full in the Intelligencer en Saturday last. Felger, for the year ended June 30, 1881 : Ordinary revenues from all sources for year, 6360,782,292.57; expenditures, $360, 712,887.59 ; leaving a surplus revenue of 100,069,404.98, The amount of bends redeemed during the months of July, August, September and October of the present year is in excess of the requirement of sinking fund for the cntire year by $6,171,593.50. The surplus revenues, however, which may hereafter accrue during the year will be applied te the purcbase or redemption of tbe public debt as contemplated by the reviscd statutes. Compared with the previous fiscal year. the receipts have increased $27,255,081.59. Expenditures show a decrease ever the pre vious year of $6,930,070.19. llie corporate existence or u'Jb banks will expire previously te February 2j, 1883. The secretary thinks many of them will, under existing laws, continue busi ness, but thinks much labor might be saved by tbe passage of an act directly authorizing the extensien of their corpor ate existence Such a law is recommended. It is a question worthy of attention. He suggests a permanent appropriation for the redemption of fractional paper curren cy outstanding, and the public debt which matured before i860, and remaining out standing. Equity, if net strict law, demands the payment of United States bends in geld, since it might be construed, especially by lereigncrs, as a breach of faith if they are paid in a coin worth iu the market's of the world but eighty-eight per cent, of our own standard value. We areabuiulantly able te discbarge our obligations at home and abroad in money which is everywhere accepted as the true standard of value. The whele world world is interested in bi-nutiliism and tbe secretary believes the best preliminary te obtaining a thorough understanding is for the United States te suspend the coin age of the silver dollar. Continuation of the present coinage will reduce us te an exclusive silver coinage and tend te rcduce us te a place in the commercial world among the miner and less civilized nations. The secretary therefore recommends the repeal of the law for the coinase of a fixed amount each month and that the secretary of the treasury be allowed te authorize the coinage of as much only as is necessary. A revision of the tariff seems necessary for many branches of trade, particularly iron and steel, but hew far such revision shall invelve a reduction of tariff is for Congress te decide. A commission of agriculturalists, manufac turers and merchants, sitting as a beard, should be able te adjust the tariff se as te equalize the burdens and benefits. The recommendation of last year for the repeal of discriminating duties, particularly en tea and ceflee, is renewed. The secretary then refers te the subject of lightening taxation. lie says at the present rate of prosperity the national debt could bn paid off in ten years, aud since se much has been done by the pres ent generation, inquires if it weu!d net be wise te defer its final settlement and devote mero money te lifting the pre sent burden of taxation, lie recommends a reduction of the tax en matches and bank checks, etc., but tbe retention of that en spirits, fermented liquors and tobacco.
