It is a matter of sincere regret that the most important business betere the con cen con ventieu, tbe amended rules for the better organization of the Democratic party in Pennsylvania, was defeated. The consid eration of the rules was unfortunately postponed until the nomination was made, and in the confusion that attends the last hours of conventions they were permitted te fall. Seme delegates op posed the rules for no better reason than that they had no share in their initiative. The most effective argu ment against them was that they arc "a depaiturc from time-honored usages of the party "an argument that never fails when brought iute requisition te sustaiu an abuse. When properly understood there is net one Democrat in ten thousand in the state who will oppose these tules. They provide first for the permanent organiza tion of the state committee. New when state conventions occur in the latter part of September, leaving little mere than a month for the campaign, it is impossible for the chairman of the committee te per form any eflicient service. In view of this the rules provide for a pcrmaucnt organization in place of the present loose contrivance. The state commit commit te is te be composed of the chairmen of the county committees, which is an obvious lcferm. This tule in its construc tion was defective in net giving Philadel phia the representation in the state com mittee te which that city is entitled. JJnt it can be amended se as te remove cause of complaint en his score. Anether reform is the proposed abolitien'of senatorial dele gates. In place of this " time-honored usage " the i ules provide that there shall be two delegates for each representative in the stale'Legislature. This would make the convention contain for hundred mem bers, net tee many te give full expression te the voice of the Democracy of this great state.
