Published The Harrisbunr Independent contains the following regarding an investigation ordered by Auditor General Schell in 1879 : Early in January, 1870, Messrs. Boyd & Ce., Samuel Adams and William Gray, returned bills te the auditor general for contract 'work done in the Senate and Heuse and their committee .rooms. The bids and the work performed were much talked about, and, as was customary every year, alleged fraud was said te ex ist. Auditor General Schell opened one eye and winked at the bills, then he smiled. He was a newly-elected official,. Fifteen hundred yards, mere or less, five-irame body Brussels carpet. Mea surement was taken. There were in the Senate chamber, committee rooms, etc., 1,042! yards of 4$-frame body Brussels carpets, geed quality. In this calculation no allewance is made for wastage. Second. Fifteen hundred yards, mere or less, stitched paper carpct-liuing. The carpet was taken up in five different places but no stitched carpet lining was found. Seme of the lining used was old. Au esti mate of the number of yards used is net made. Third. Twolve Wilten rugs, sixty hy thirty-thrce inches. Twe Wilten nigs found. Fourth. Twe Wilten rugs, seventy-twe by thirty-six inches. Net te be seen. Fifth. Five cocoa mats, sixty by thirty three inches. One cocoa mat, sixty by seventy-two inches, found. Sixth. Twonty-feurcocoamats, eighteen by thirty inches. Ne new cocoa mats of above description seen. Seventh. One bundled yards, mere or less, oil-cloth. By measurement twenty square yards of oil-cloth were discovered. Eighth. Twenty-four Quaker ami chairs. Ne new Quaker arm chairs were discovered. Ninth. Twelve walnut office chairs, same as in Senate chamber. Ne new chairs like above are te be seen. Tenth. Four walnut flat-top oifice desks. Ne new desks as above were found. Eleventh. Four walnut lounges cevcicd with best wool terry. Ne new lounges of any kind about. Twelfth. One hundred pounds or brass for fasteuiug carpets, desks, etc., brass estimated as per schedule. THE REPAIRS SWINDLE, The result of the investigation in the matter of repairs in the senate aud com mittee rooms is similarly reported as that of the Senate : First. Put new cloth covers en all the desks in Senate. We find fifty-eight desks net newly covered. Second. Upholster two large sofas with same material, and color te be the same. Ne sofas newly upholstered. Third. Varnish all the desks, chairs and furniture in the Senate and committee rooms. The desks and chairs in the Sen ate chamber are varnished. Fourth. Cever all the desks and tables in committee and clerks' rooms with new cloth. Nene of the desks or tables were newly covered. Fifth. All glasses that are broken or cracked must be replaced with new ones. Ne broken or cracked glass was discovered. If any were broken they had been re placed. Sixth. De all plastering that the clerks may direct. This item, the committee states, depended upon contingencies Seventh. Put up eight window shades, with geed spring fixtures. Ne new shades were put up ; only five were set with spring fixtures. The committee could net say if they were new, but supposed te be old. Eighth. Put new seats in all broken chairs. Chairs all appeared in geed order. Ninth. Put new Yale locks en all doers in the Senate and committee and basement rooms. Could net see that any new Yale locks had been put en. Tenth. Put new cords aud weights in all the window frames, in the Senate cham ber and committee rooms. This could net be ascertained ; could net tell if old or new. Eleventh. Cever two large doers, " both sides," with cloth same as en desks. Sin gular as this may seem, it was done as per schedule. Twelfth. Cever four doers, both sides, with oilcloth. The doers faile d te receive the covering. Thirteenth. Keep the basement and the Senate in order and whitewash at least twice. The basement was in order. Fourteenth. Oil aud polish clocks and I desks, reporters' desks, and all walnut doers. They receive their polish. Fifteenth. Make two fire screens te be covered with cloth, newly oevcred. The screens were net en band. Sixteenth. Repair fireplaces and put new brick in them. This was necessary and it was complied with. Seventeenth. Paper and paint wash room with geed paper, the clerk te select the same. The new paper did honor the wall. Eighteenth. Put trimming en cur tains in Senate, tassels and fringe. New loops were found, but the tassels and fringe had net yet arrived. Nineteenth. Put a new mantle and fi re place in the wash room, the same as in the senate library. These items couldn't be well overlooked. They were found. 'THE REVELATIONS IN TIIE HOUSE. The investigation in thr Heuse and its committee rooms was as thorough as in the Senate, and is summed up in a similar manner. First. Thirty-six chairs similar te these new in the hall of the house of Representatives-. There wasn't a new chair te be found as called for by the schedule. The members of the committee used old ones te rest themselves en. Second. Forty -five Quaker arm chairs. There were no Quakers te be seen. Third. Six Walnut flat-top office desks. The committee couldn't find even one of them te de a little writiug en. Fourth. Four walnut lounges covered with best wool terry. If any were furn ished the committee failed te discover them. Fifth. One hundred pounds of brass for fasteniug desks, chairs and carpets in the Heuse of Representatives. This item is estimated as furnished. Sixth. Twe thousand yards, mere or less, five-frame body Brussels carpet. By the measurmeut taken there were found in the Heuse, committee rooms, lobbies, etc., 1,2053 yards of carpet. Iu this calculation no allowance was made for wastage. The carpet was a four and a half frame body Brussels and of geed quality. Seventh. Twe theusaud yards, mere or less, stitched paper lining. Seme of the lining used was old. The carpet was taken tip in five different places, but no stitched lining was discovered, aud no estimate of number of yards used could be accurately made. Eighth. Twelve Wilten rugs, sixty by thirty-three inches. The rugs were absent. Ninth. Twe Wilten rugs, seventy.twe by thirty-six inches. Nene were found. Tenth. Five cocoa mats, seventy by thirty-three inches. Twe sixty by thirty six and one seventy-two by sixty inches were found. Eleventh. Tweuty four cocoa mats, eighteen by thirty inches. Slats of the above description were net eir hand. Twelfth. Twe hundred 'square yards, mere or less, oil-cloth. Forty-one and a half yards were only found in both the Heuse and committee rooms. THE IIOl'SE REPAIRS FRAUD. The repairs of the Heuse and the com mittee rooms -are similar. First. Put new cloth covers en all desks. There were just 1G9 members who had te 'be contented with the old covered desks ; new ones were net furnished them. Second. Varnish all desks, chairs and furniture in the Heuse of Representatives and committee roem.3. The desks aud chairs and furniture were disappointed? They didn't get their dressing. Third. Upholster all the lobby seats with all wool terry, same as cloth en desks, and fill them with geed hair. In place of this, the seats were taken away and per ferated ones substituted. Fifth. Upholster three large sofas with leather and fill with geed hair, newly up holstered. The sofas could net be found Sixth. Cever all desks and table3 in com mittee and clerk's rooms with cloth. This was ueglcctcd. Seventh All glass broken or cracked must be replaced with new ones. The "lass was all riuht. Eighth. De all plastering that the clerks may direct. The item depended upon con tingencies. Ninth. Put new cane seats iu all broken chairs. The chairs were in geed order. Tenth. Put up ten new window shades with geed spring fixtures. Ne new shades adorned the wiudews, and six were with out spring fixtures. Eleventh. Put two hundred and five new tumbler locks en members' desks and keep the same in repair during the session. The old locks serve the contractor "just as well, and one hundred and fifty-six of that kind were used. The balance were new, but neither they net the old ones were tumblers. Tumbler locks are worth $1.25 each. These used could be bought for ten cents. Twelfth. Put new Yale locks en all the doers in the Heuse, committee aud base ment rooms. Yale locks were scarce ; none were furnished. Thirteenth. Put new cords aud weights en all window frames in Heuse aud committee-rooms. This could net be ascer tained. Fourteenth. Cever five large doers, both sides, with cloth same as en desks. Twe doers were net attended te. Fifteenth. Cever four doers, both side-, with oil cloth. Nene of them received an inch of new cloth. Sixteenth. Make four small curtains for same doers. The new curtains were net found. Seventeenth. Keep the basement of -the Heuse in geed order and whitewash it at least twice. It was found in geed condi tion. Eighteenth. Put new walnut top en the speaker's desk. The top was as asked for. Nineteenth. Put new fleer at main en trance of the hall of the Heuse. The new fleer was discovered. Twentieth. Oil and polish clerk's desks, reporters' desks, and all walnut doers. The speaker's desk was varnished, but no ether desks or doers were oiled or polished. Twenty-first. Put additional row of coat hooks in cloak room. The hooks were there. Twenty-second. Make three fire screens te be covered with cloth. The screens were among the missing. Twenty-third. Cever carpet in front of fireplace with zinc. The zinc was found in its place. Twenty-fourth. Repair fire places and put new brick iu them. This was complied with. Washington Nurses. Philadelphia Bulletin. They certainly have odd notions about nursing in Washington. The manage ment of the president's sick room, ever since he was cairied there, new nearly a month age, has been a source of perpetual wonderment te everybody who knows any thing at all about nursing. Inere has been an amount of coming aud going, of talking and fussing around the president's bed that would net have been permitted in any ordinarily well conducted army hos pital during the war. Exciting news has been carried te the sick room again and again, te disturb and upset the patient. On another occasion the doctors arrived in time te rescue their patient from the hands of a barber, who had been smug gled into the sick room by some officious subordinate. Aud new, nearly a month having elapsed, the doctors have concluded that it is rather a bad thing te keep their patient iu a room whose carpet is infected with the poison of such a case, and se they have moved him out and taken up the carpet and taken down the hangings and cleaned the room, and then, te show the trained skill that is nursing such a case, they have laid dewu strips of carpet te dcadcu the sound of hcavr footsteps and creaking beets around the president's bed i 1 This sort of thing would net be bclicv- ed, if it did net come directly from head quarters, where the performance of this feat of nursing appears te have been the cause of considerable self-congratulation. It does net seem te have occurred te the people in -charge of the president, until quite recently, that they have been disre garding the fundamental conditions of the most ordinary surgical treatment, in keep ing all these disease breeders around their patient. And even new, they take pains te mention that they have spread strips of carpet around his room te deaden the neise of the people in it. Seme of these days, it will be re vealed te them that the better plan, and one familiar te every real nurse, is net te have any noise te be deadened. People who cannot move noiselessly about such a sick room have no . business there at all. There is never a necessity for any noise in a well ordered sick room. The floors may be bare and they should be se, but no ene should be permitted te set feet upon them who is net se shed and se trained in move ment as te be perfectly noiseless. The president is new doing wonderfully well, aud the whole people are rejoicing ever his better prospects. He is surround ed by probably the best surgical skill of Washington, new reinforced by the best surgeons of Philadelphia and New Yerk. But the president's sick room, as a speci men of scientific nursing, is far behind the ordinary surgical ward of any geed hor her pital in the country.
