A Pert Deposit railroad engine and a Heading coal car collided near Locust street this morning. The engine was net huit, but the car was pushed te one side and the track with it. Just new the chief point of interest is the river which has been steadily rising .since yesterday aud which at this writing, marks three or four feet above low water mark. The wharves from the coal chutes down te limner's are submerged or partly se, and the indications point te a rise which will put them wholly out of sight. The Heeds reported from the upper waters have net yet reached here, but when they identify themselves witii the swollen waters which the late heavy rains in this immediate locality have occasioned, there will be a de cidedly wild torrent. ltepert from up the river state that the .North and west branches, the Juniata and all the smaller ttieutarics arc emptying immense volumes of water into our noble river and that with an irresistible force it is fast ap proaching us. The boom at Williaruspert was broken yesterday afternoon, and mil liens of feet of timber are Heating toward the bay. At last evening's meeting of the school beard the finance committee presented a report which showed the receipts, includ ing a balauce of $273.58, te be $1,277.09, and the expenditures te lie $1,131.33, leav inga balance of $140. 00. The committee further reported that they had examined the account of the treasurer aud found it correct, and submitted a statement, to gether with a statement of unsettled tax duplicates f-i the past three years, and of the resources aud liabilities of the sellout district as by law required. An order was granted in laver of S. II. Heffman, libra rian, for $75 salary. Its chairman re ported that the commencement commit tee had incurred $5 expense for a speaker, $15 for rent of the opera house, and $19.35 ler music. An order for $39.35 was granted te pay the costs of commencement and another order for $14.39 was drawn up in favor of A. Bruncr & Bre., for lumber. A motion was adopted requiring the annual j report el the nuance committee te ec pub lished one time iu each of the borough papers aud five hundred slips te be printed for distribution. The library committee presented a lengthly report reviewing this running of the school library for the past year. There are but twelve paying sub scribers and this the committee think a most discreditable showing. They recom mend that the annual dues be reduced hem two dollars te one dollar per year ; that the annual appropriation bs raised from fifty te seventy-live dollars for the ensuing term, aud the removal of the library te some central convenient room, as the one new in use will seen be needed for educa tional purposes. Unofficially the commit tee were ettered a room iu the opera house, but believe the second story of Odd Fellows' hall is the proper place for the library, aud that the rent of the same would be mere than made up by increased income from new subscribers. The report was received and ordered te be entered en the minutes. By direction of the president the fiuauce committee audited the account of the li brary committee aud reported having found it correct. A balance of $20.22 re mainsjin the committee's hands. A resolution was eifercd, and unanimously adopted, commending the zeal of Miss Ellen S. Preston, principal of the high school, aud expressing the regret of the beard that she is about te sever her connection with the public schools of Columbia. Supcrin tendent Ames presented his report for the month, which ended with the close of the school term. There were 316 pupils pres ent every scssisn and 59 vitits te the schools. On motion the beard adjourned sine die. The New Heard's Organization. Messrs. A. Bruncr, J. A. Meyers and Jehn A. Slade. members-elect, being pre sent, presented their certificates of election and took their scats. A call of the roll disclosed the fact that the members were all present. Last night about 10 o'clock the wife of Jacob Ebcrly, who keeps the Union hotel schooner house, en East Chestnut street, ran down te Alderman Barr's iu a great state of excitement and made complaint against her husband who, she said, having been robbed of $14, charged her with the stealing of it, aud upon her denial choked her and threatened te kill her. There has been an earnest and as yet undecided dispute ever the question of paying the expenses of the committee en the hymn aud tune book ; the payment of $C00 te Rev. W. L. Our Lititz correspondent says : The developments te-day in Mrs. Fogg's case de net alter the opinion that she is a grossly abased woman, and the victim of her husband, who, as she asserted, placed her in the asylum te get rid of her. Mr. Wm. Fogg, of Philadelphia, has written te the proprietor of the Lititz Springs hotel a note of warning, saying that he ' will pay no debts contracted by Mrs. Fogg, new that she has get away from the hospital, and advises Mr. Spickler net te harbeur " her, as he ' will get no pay for it." Mr Fogg is evidently net a scribe ; his language is net grammatical, his spelling is peer aud his composition faulty. The only sentiment his letter contains is that of protection for himself against any claims upon his purse which might result from "harbeuring" the peer creature. He advises Mr. Spickler te turn her out where he does net say. He does net even ask that she be returned te the hospital; evidently he don't care where she gees, only, se it is understood, that he will de nothing for her. As Mrs. Fogg worked for wages while at the hotel, she was, of course, indebted te no one, and Mr. Spickler was justly in dignant at this notice from Mr. Fogg and replied te him in terms which were by no means complimentary te Fogg. bout te the Heuse or Bef use. Amanda Gilpin, an eleven year old daughter of Mary Gilpin, widow, of Middle street, was taken before Judges Living ston and Patterson in order te have her sent te the heuse of refuge. Iu was shown that the child is incorrigible and beyond the control of her mother. She was ordered te be taken te the house of refuge, and Officer Merringcr will take her down te-morrow.
