IiOCal Statistics et General Interest. State Superintendent Wickersham in his annual report makes the inquiry and asks for a decision whether, in view of the biennial sessions of the Legislature his reports are te be annual or biennial. He pronounces the general condition of the school system geed. During the past year 233 additional schools were graded, making the whole number of this class of schools 7,037. The whole number of pu pils en the rolls was 937,310, and the aver age attendance 601,027, or 77 per cent. While the increase in the number of pupils was 1,570, the increase in the average at tendance was 13,935. Owing te the de pression in many kinds of business at the beginning of the year, when they were fixed, there is a small decrease in the sala ries of teachers but the average length of the school term remains almost the same. The average cost of tuition for each pupil per month is setenty-fue cents. The ex penditures of all kinds for the year, net including orphan or normal schools, amounted te $7,482,577.73. The school property of the state is valued at $25, 467,097. . Total debt of school districts $2,648,493.84, balances in treasuries $1, 425,213.16. The recent unhappy delays in paying school appropriations arc referred te and relief is asked. The losses by the delay last year and the discount of warrants was $50,000. Popular Intercut. There never was a time when the popu lar interest m public education in Penn sylvania was se general or se deep. During the years of the hard Mines, new happily past, it is true there were net se many school houses built, nor se much money spent for improvements, but the average length of the school term has remained about the same, and tlieie has been a very small reduction in the amount paid for in struction. Graded schools have continued te multiply, and the improvement in courses el study and methods of teaching has been very marked. Kducat ieual meet ings aud teachers' institutes have increased in numbers and attendance in all parts of . the state, and mere articles en education have appeared in our newspapers aud magazines in the last five years thau in any previous ten years since the public 6choel system was organized. The weak points iu the present system arc held te be the requirement of duties from directors for which tee often they have no qualification. The building of scnoei neuses, selection el books and sus pension of teaching are matters for expert knowledge. The supm iiitcndcnt dilates en the point and cites statistics te prove that ignorance is the mother of crime. Many children arc net in schools who could be brought in by the directors ; legisla tion is asked for the compulsory education of neglected children and some scheme te take little ones out of the poorhouse and bring them up properly. The normal schools are highly com mended and also the system of Mipcrinten dency, which is iuveguc in sixty-six counties and twenty-six cities. The salaries arc fixed and the conventions te elect super intendents next .May need bs distracted by no question except "te find the best men. The present body of county superintend ents is praised as the best ever had and many suggestions from their lepertsare given by Dr. AVickersham, among them the following of local interest : Superintendent Shaub, cf Lancaster, would like te see the whole school law re vised, especially iu respect te "county in stitutes, length of school term, branches te be taught, attendance, and payment of school warrants. '' Superintendent liuehrlc, of Reading, new of Lancaster, proposes a periodical school census, that the number of children net in schoel,aud growing up in ignorance, may be ascertained. Legislation is urged te revise the school laws, te furnish free text books, te edu cate neglected children, te build school houses, ami for closer supervision. In the tables or statistics it appears that in all, from the beginning, the stale lias appropriated te the Millersville normal school $79,063.30, Lancaster county has $742,703 worth of school property'; 113 permanent certificates ; 30(5 school grounds of sufficient size ; 195 suitably improved ; 445 school districts ; 51 houses or frame, 294 of Irick or stone ; 18 built last year, and 38 unfit for use; 133 badly ventilated ; 40 without a proper privy ; 154 first class : 358 suita bly furnished; 147 with injurious furniture : 29 furnished Last year ; 4 with geed appara tus ; 94 without auv ; 17 graded schools, 5 mere needed, 93 well classified ; 555 with uniform books ; 543 in which the Bible is read ; 8G teach drawing , 83 teach vocal music ; 47 teach some of the higher branches ; C2 held public examinations ; 271 visited by directors ; 430 previsional certificates ; 22 professional ; 150 appli cants rejected ; average grade of ccrtifi cates2 ; 305 male teachers ; 251 female ; av erage age of teachers 2G ; 53 inexperienced ; 299 have taught mere than five years; 470 intend te make teaching a permanent busi ness; 212 have attended a normal school ; 62 graduates ; 555 have read books en t caching: : 34 have held professional .-Ar tifices; 55 permanent certificates; 444 visits by county superintendent, average visitation, 1 hour and 30 minutes; 132 schools net visited ; 206 directors accom panying; 196 patrons met, 84 schools regularly visited by directors ; 83 by pat rons ; 2 district institutes ; 9 meetings held by county superintendent; 370 child dren of age net in school ; 3 academics ; 210 pupils in them, ai.d 8 teachers. Lancaster city having only recently been created a district supcrintcndcncy its sta , tistics are included in the above for the county. It has 65 schools ; 7 male, and 58 female teachers ; 3,473 pupils; average cost of tuition per mouth 84 cents par pupil ; value of school property $143,750. Tbe Soldiers' Orphans' bchuels. The cost of this system for the past school year was $351,431.59, and the ap propriation $360,000, leaving an unexpend ed balance of $8,508.41. The whole erdfc nary cost of the system from the begin ning te 3Iay 31, 1880, was $G,313,526.80. The extraordinary expenditures amount te $25,395.43. As the law new stands no children can be admitted after June 1, 1882, and three years after all the schools are te close. Should the law be unchatig- ea tne appropriation te be made for the support e'" the orphan schools for the two years cannot be very materially reduced.
