LETTER In the olden time In England tho High Sheriff of thacouotv was a man of tho most exalted character and position. Ho stood as tho representative ot justice as he was also tbo representative or tne JvinR. It was not considered beneath tho dignity of the noblest In the land to hold tho ofilec ot Iltch Sheriff, and It was only conferred as a special mark of distinction on persons of exalted lincago or for distinguished nnlilln service. . Nw York lias not been fortunate in her sheriffs; It Is only a fow yoars aeo since one became a fugitive from justice for many crimes, notable among which was the cracKlng oi a jewcuers saie in oiatuen Lane, of which ho was put In possession h tlin law. Over a hundred thousand dollars worth of old. lowcls. and watches were spirited away, and neither tho Roods nor the sheriff has been heard of to Ibis day. Tho trial of Shorlff James A. Flack and his conviction for conspiracy has hrnnplit to lleht such a svstcrn of lylnc, perjury, robbery, and official villainy that the question Is a serious one Is not Re publican Government a failure, and In thn tiam Republican I do not wish to be anderstood as giving It in tbo llebt of a rjartv definition, but as a system of government on which we havo plumed ourselves so much call Jt Republican or Democratic as you please. ll'hlle the SberiC was under trial It became evident that some of tho Courts, instead of being well springs of pure justice, wero fountains of corruption, sullied and unclean, and that tho judicial ermine was bedraggled and foul. In the courso of the Flack trial two state ment. wero sworn to as to tho same facts. each of which Is directly the opposlto of the other. Joseph Mceks Is a church member, a deacon, and a trustee of his church, who frequently passed the contribution box on Snndav. lie was endorsed as a man of ex ceptional purity and uprightness of charac ter by his minister, and a number of reput able witnesses swore that they really would bellevohlm under oath. Judge Bookstaver Is a Judge of the Court of Oyer and Term iner, a man of very high character too. It Is true that hclstands accusedlof doing some very crooked work In tho Flack tilvorco case, but he has not been convicted nor sent to Stales prison yet, so his testimony ought to be given equal weight with that of Joseph Meeks. Yet this fact Is as clear as tbo noon-day sun, that one of the two has perjured himself; perjured himself wilfully and knowingly for tho purpose of escaping the penalty of his crimes. Now which Is It? The Pious Joseph Weeks or tbe upright Judge Bookstaver ? I givo It nnl While the trial was coins on. Incident' allv or accidentally comes the investigation of the Fassett Committee of thel.eglslalure Into the official corruptions or wcw xork The mest Serious dancer that threatens us now Is that tbo Legislature drag net has made such a haul that presently we shall find ourselves without a city government Our young and handsome Mayor Is in the bilboes. He ptcceded Mr. Flack as sheriff, and it must be confessed that Ills keeping tbe accounts of his olllclal piumierines can not commend itself to the judgment, even of his partial friends. While sheriff, he kept the public funds and hit private funds all In one hank account, and It did not matter whether he was buying a borse col lar or. satisfying a Court judgment It was all paid out of the same bag, and marked "pod.," and that was the last of It. As to how much ho made out of bis office or what 'be received he had not tho slightest idea. Ue had a good thing a very good thing; he knew that much, and that In tact was all that ho cared about knowing. Last week I spoke, of the piratical fees exacted from the unfortunate sojourners at Ludlow Street Jail, but on Saturday the commlttea opened their eyes so wldo that I don't believe they will eyor be able to get them shut again, when young Napoleon Ives told them that he personally had keen looted In that pirates' den for ten thousand dollars. When ho mado a complaint about the Ill-usage he received from one of the official ruQlans who are maintained at this place, the vulgar rascal whom Sheriff Flack had placed In charge, and whose business It seems to have been to rob the unfortun ate prisoners, cursed him In the most filthy language, and ended by telling him if he did not Hire bis treatment he might go up stairs among tne common prisoners, young Napoleon Is not good at forgetting, and on Saturday he took his inning. Ills brutal keeper is now undor Indictment, and the chances are ten to one that Mr. Ives will liayo a chance to see him behind prison bars at Slug Sing. I see that Harry Hill's dive at Harlem was raided last week, and poor Harry was driyen to the wall. Harry's place in its day was one of tho most notorious dives in New York, and for many years no tourist from abroad considered his visit complete till he had seen the hlnslde of "Arry 'Ill's" and the "Grand Duke"' at the Five Points. Burglars, pickpockets, gamblers, and loose characters of all sorts congregate there nightly, and the entertainment afforded consisted of boxing matches, wrestling bouts, club swinging, dancing, and tho singing of questionable songs. Harry himself, though ignorant as a horse, was considered no small beer by his prize fighting associates. The aldermen and other ward magnates held him In high esteem, for when about election times It became necessary to chip Into the political pot, Harry Hill was never backward In coming forward, and in addition to his cash he always had a good stout bodyguard of healthy voters on hand, who wero mighty convenient things to have about the house, when margins were narrow and majorities bad to be fixed up. It was Harry's boast that no man's pocket was ever picked In his place, though It swarmed with thieves' For Harry swore bit they hlnterfered with 'Is frens, that lie would punch their 'eds. And they didn't. Harry used to give sacred concerts on Sun day night, where Slddon's Mouse and The Bruminegem Chicken with several other young pugs, of greater or less degree. furnished most of tbe sacred entertain ment. Mow, wo have stringent laws against selling liquor on Sunday, but that made no difference to Harry, for Harry had a pull with the police, which he paid for In good silver shekels. While other saloons were closed as tight as a drum, tbe thirsty traveler at narry's could refresh uiraselt with anything from a whisker cocktail to a brandy sour; but, bless your soul the police nevei knew a thing about 11, though occasionally a glass of of Arpoi.l.iNXitiB was handed out to tbe cop, who stood guard at tbe door. But as Harrv grew rich he grew proud, and presently he Krew uigger man tne wnoie rouce Depart ment, and he kicked against the police tax. That was a sorry day for Harry. In less than 34 hours the whole department swooped down on him, and Harry Hill was a doomed man, The scales suddenly uroppeu iroin the eyes of the police, and not a mug of beer or a glass of cln could cross his bar, but tbe lynx eyed officers detected It. They barrled him. thev worried him, they fined blm and they im prisoned him; till at last poor Harry got tired and threw up the sponge. He moved to Harlem, and announced that be intended to turn ovcra new leaf and open a mission ary station. But tho old thing did not work, and most of Harry's converts found their way to the Penitentiary or States prison, so he came to the conclusion that be was not a good tlgure for the part, A t a in .'a a r. m rwn fT.HH r n . wili1a '.til n l n I. man, but his (llcotlen wealth made In his Houston Street Dive is scattered and gone, and I should not be surplsed in a few years to hear that he died In the poor Louse or the cutter. One of tho sunshiny events of the week was tbe Soroals dinner at Deimomco's. where tho lioness of tbe day was that de lightful Englishwoman, Amelia B. Ed wards. She needed no introduction, for everybody knew her, and used as she Is to enthusiastic receptions, tne aorosu recep tion astonished uer, ana sue saiu so. j -wasn't there for they wouldn't let me in, hut a ladv friend of mine, who Is on the Inside of the charmed circle, says, that such a show of spring flowers as were dlsptaye.1 in tun ladles' bats was never seen nero be fore; and such dresses my, my. my! but what of it? most of the ladles paid fortliolr own dresses, and were not depend', on their bnbblos that Is those who had hub bies, and those who had not looked as though thsy could gel along yery well with out them.
