The Commissioner of Tensions is auth orized by law to detail clerks from his oITico to Investigate cases of su'pcctcd fraud under tho Tension laws. Tho following is a brief Eunimaryof the operations In that branch ofthe ecrvlce duiing tho last fiscal year: As many as 1485 oases wero investigated. ronsionerst 203 in number, wero dropped from the rolls. The monthly rates of fifty five others were reduced, and 40S persons wero refused pensions, who, except for the investigations, would have been pensioned. Ihe saving to tho Government for tho fiscal year was $501,500 82. Besides tho above, several hundred.criininal offences wcro dis covered, only 129 of which, however, could bo prosecuted, for tho reason that tho others were barred by the statute of limitations. Ofthe 120 still subject to prosecution for'y seven wero committed by claim agents. Tho appropriation for tho expenses of theso in vestigations was $10,000,of which only $35, 841 25 was exnded. Tho balance,? 115?, 75, will be returned to the Treasurer. If this report is accurate, tho system of investiga tion has saved half a million of money dur ing the year; but what has it established for the general Integrity of tho country 7 The amount of fraud abroad iu the land is fearful to contemplate. Tlu Blalo R.ond Investigating Commit tee held a meeting Monday in tho Treasury Department, at JIarrisburg, and obtained a number of important facts which may re sult in unravelling tho ovcrissuo of bonds iu 1853. W. D. Boas of Ilnrrisburg, who was a cleik under Bickcl, Siato Trcasuier in 1853, and cashier under Bailey, nickel's successor, said that bonds to tho amount of $500,000 were forwarded totheGlranlBank, l'hiladephia, from tlmo to time, some of which he had transferred to tho bank him self. Ofthis amount $100,000 were nego tiated tor tho uso of tho Slate, and subse quently $28,000 wero negotiated in London by agents of tho Glrard Bank, leaving $72, 000 not negotiated, which ho always under stood remained so in the Girard-Bank. Ho said that the department never had any personal dealings with Charles S. Bokcr, bul dealt with the bank alone. It will be re membered that a )iaper was produced at a previous meeting f the Committee signed by Bokcr, showing that the bank had f 100, 000 of bonds of 1853 when Uiekil entered upon the duties of ofliee, and Alderman Maurcr, cklcf cicrk intlio Auditor-General's office for many years, testified that prior and subsequent to McCrath's administration, Looks were kept showing the number of bonds issued and from winch Ihe couiions had been cut. Lliorts havo sometimes been mado to produce the Impression that they really did como from the pen of Jeremiah S. 'Black. Wo havo Rood reason for believing this is not true. But oven If It were, it would detract little or nothing from tho merit of Gen. Hancock, for if tho sentiments did not originate with him ho is entitled to tho credit of having adopted them. But wo belicvo Hancock wroto his own public communications, be. causo tvo have seen privato letters in his own hand qui to as strongly expressing the same views. Gen. Hancock may, there. fore, bo properly set down as a statesman of the sound Jcfibrsonian school. Asa soldier and n citizen Gen. Hancock is without ro proaeh. Ho is said to be jiersonally popular with the many thousands who havo served under him. It is not unlikely that before the nomination lie will bo a good deal more talked about than he is at present. It is now reported that Gen. Grant will not return homo till after tho Republican nomination for the Presidency. If Gen. General Butler's position out of office and out of party, does not sweeten his dispo sition, as is shown bv the following letter which ho wroto on the sixth of this month to a lawyer in Cincinnati! : "You ask mom your nolo if I know of a position for a one legged soldier. I answer I do not. Neatly two years ago I asked ft position of President Hayes for a crippled soldier In my neighbor hood, backed by all his neighbors. Mr. Hayes refused it, and gave the position to a man who stayed at homo during tho war, at the request of Mr. Hoar, Senator from our state, who stayed at home, too. Since that time I have asked of Mr. Hayes nothing. Tho law is imperative that ho should ptefcr in all official appointments the maimed vet erans of tho war, but that law i3 not obeyed. I got an act through tho IIouso when I was in Congress making n penalty of fino and imprisonment for not obeying it, but it failed iu the Senate. Tho people of tho Confeder ate states do better. They give all their prominent offices to their crippled and other Confederate soldiers. It seems to bo the misfortune of your friend that ho fought on tho wrong sido to get any recognition of his services. I am grieved, therefore, that I am not able to do anything for him." Bishop Haven, in a talk with ft reporter of tho Boston Traveler last week about his recent obseivations in tho South, said: "I havo no idea that the negro exodus is going to bo universal. Tho negro population is one that leaves lis homes unwillingly. No doubt a good many penplo will leave, and they will not go to Kunsas exclusively. I had a letter recently from ft presiding elder, in which ho wants Now Mexico to be appro priatcd to them. My advice to them is to scatter through all the North from New Eng land to tho Pacific; to scatter among the people. I havo advised a good many of them In this wo privately; to go wherever they could get labor. I think the farms and plan tations will gradually go to the colored men under tho necessities of tho bankruptcy and Iioverty of their present holders. I know ol four colored men ono in South Carolina, one in Tcxas, ono in North Carolina, ono in Georgia that now own farms of from four hundred to six hundred acres in exten These aro examples of cases which aro grow ing more frequent year by year.
