The term of the Fostmastor Gonoral Is by law limit ed to thirty days after the beginning of tho new administration. Tho post office department was for many years provid ed for from tlmo to time by special leg islative enactment, and tbo officer who presided ovor It did not participate In tho deliberations of tho Cabinet until during the administration of Prosldent Jackson.
