The two new rebel steamers it will be recollected were all ready for sea, and were scuttled and sunk at the Navy Yard, in great haste; they now lay in about thirty feet of water, and it is thought can easily be raised. The Cumberland lays in eleven fathoms of water, and it is the intention of the contractor to raise her by means of four whale ships of four bun. dyed tons each, which will be partially submerged by being partly filled with we ter, and then after attaching to the sunk en ship will by means of the rise of tide, and use &steam pumps ,•brinther It will be recollected the Merrimac was plated with eight hundred tons of iron, all of which, it is expected, will be recover ed. The Congress and Cumberland each had iron safes on board, containing re. spectively 835,000 and 818,000 in specie, which will, without doubt, be recovered be means of diving apparatus. The undertaking involves an outlay by the contractor ofsome sixty thousand dol lars before commencing the work; he will employ something like two hundred men, athong whom will be twenty divers, who will descend to the sunken ships in the Wells do Gowen submarine armor. Such of the vessels as are not raised will be blasted with gunpowder, and all the ma terial that is of value recovered. The contractor is the same party who raised, the steamer Erie from Lake Erie In 1854, and has been engaged in other submarine operations.
