The Ist of April is come and gone, and many of the debts that should have been paid remain unpaid. It is never too la te, however, to do good, and the large bulk of credi tors who did not receive their dues on theist, will no doubt yet feel glad to handle the "ding-bats.', Some people say that money "was scarce;" others say it was only "middling;" while others again, who had plenty of it, gleefully assorte.l that "it was abundant." We, individually and collective ly, vote it 'rayther scarce,' and, as a journalist is supposed to know a good deal, and freely say what he !teem, we venture to account for the scarcity as follows :—A large number of folks who had money to loan held it back with the expectation of obtaining a large percent therefor—say eight, ten or twelve per cent., which is indireotly allow ed by a law passed last winter by the Legislature. Others, again, decline to loan money in this state ornumount of the heavy state tax they are oblig ed to pay thereon, preferring to invest it in lin tod.State St./mks, or other securities not subject to our taxation laws. If theseare some of the ,reasons for the scarcity of money, the question , arises whether our laws are not more pernicious • than beneficial to the public, and if the former, if they had not better be repealed. Laws are insti ted fur the public benefit and security, but we • question the beneficial effects of the laws taxing money at interest. It may. be right enough in many instances, bat It is , wrong and useless in a majority cases? The capital that should circulate among us, is taken away, and others have the :benefit of it. And again, the amount that is re .celeed in the State Treasury is but a small item -in the aggregate, and will be lessevery year here ,after while the law taxing many at interest re inatne unropealed, and might very eerily be made .up tiya little stricter economy in State expendi turei.
