oordial acceptance of all the results of
the war and the most scrupulous re
gard for civil and political rights of
the colored mon. Ho has done more
by precept and example toward a res
toration of the Union sentiment than
all of the LongilrocU and Mosbys,
upon whom the bounty of the govern
ment has been showered, put together.
but it is considered the fair thing in
politics to represent him as a still
blatant rebel, fighting the war over
and planning a new rebellion, and ho
will have to get nsed to it"

On tho 13th of March, 1871, tho fol
lowing joint resolution was passed by
the House of liepresentutives:

During tho first session of tho Thir
ty oiglith Congress tho tariff on pig
iron was raised from $6 to (!) por ton.
On page 3312, Part IV. of tho Con
gressional Globe of 1804, Juno 27th, we
find James A. Garfield voting to re
duce tho proposed tariff on railroad
iron I rom eighty down to sixty cents
per hundred pounds, and on tho final
voto on raising tho tariff his voto is
not recorded. On tho reduction of the
duty on railroad iron he voted in op
position to every protective tariff man
in tho House, including such men as
Judge Kelley, Thnddctis Stephens and
General A. K. Moorhead. in 1870 tho
duty of $D per ton on pig Iron was re
duced to $7 por ton. General Garfield
votod for tho roduction. in 1872 a
bill making a reduction of ten per cent,
in tho duties on wools, iron and stool
passed Congress. This bill provided :
'That on and after the 1st day of August. 1 871.
