the prevailing motlvo with the con

At a national exhibition in London,
Paris or Vienna, New England stotos
mon are as numerous and prominent
as are the representatives from , tho
great central Statos and tbose of tbe
West and tbe South combined. For
holding exhibitions in Europe they
vote money out of tha publio treasury
with a good grace, but when askod to
contribute to a similar work at borne
in Philadelphia then they beoome
eonsoientious aodpaytriotio; can't do
it, because the contemplated exhibi
tion is not to bo bold in Bostinif, vhkh

ey to assist in carrying out a plan
for holding a national exhibition in
Philadelphia, in 1876, similar to those
hcld-in Europe, and in which wo as 'a
nalion participated and paid our

opposed the measure; because, when

significance of their pretensions would
be discovered, and thoir proper sphere
and credit awarded them abroad' in

granting any money, and arrny them
selves in opposition to tbo moasure. '
' Our roadors are aware that our cs
tcoiuod follow citizen, Ex -Governor
Uiglcr, has been assigned a leading po
sition in our. approaching National
Exposition, which is to come off in
1876, commemorative, of our one
hundredth anniversary. ., 11 o has beon
laboring dilligently, as he doos at ev
erything he undertakes, for over six
months, to muko tbo exhibition a suc
cess. And to that end ho with oth
ers have bcoa in Washington for some
time urging upon Congress the duty
of appropriating some funds to assist
in carrying out tho very plan that
body inaugurated. In this they find
themselves opposed by the members
from' New England, who seem, few as
they aro, to own the whole govern
ment, and it looks now as though they
would refuse to voto any funds for the
purposo, although they have voted
millions of dollars to bold similar ex
hibitions abroad.
In view of the surroundings Gov.
Bigler bas addressed a letter to Mr.
Morrill, a loading Mow England Scnar
tor, which reads as follows :

Dear Sir : I desiro to occupy your
thoughts for a few moments on the
centennial work ; not to trouble you
with the numerous patriotic reasons
so familiar to all in favor of a proper
celobration of tbe ccntonnial anniver
sary ot tbe event that added -our
country to tbe family of nations, but
merely lo tha relation tbe government
now boars to tbe practical work.
1 observe that tbose who objeot to
congressional aid usually treat tbe
subject as an oriirinal proposition,
overlooking entirely the fact that tbe
govenvment and people or tba united
States are already committed toa hold
ing of a celebration by means of aa
"mtprn&Linniil ernnailmn . ' (JtinorrAna
in .uarcu, liii 1, commended tho celo
bration to tbo people, and providod
by law that tho celebration should be
by means of an "international exhibl
lion of arts, manufactures," etc., of

of some one Slate or corporation, it
was provided that the whole work
should bo "conducted under tho au
spices of tho government of tbo Unit
ed Slates," and providing also for the
election of managers' of tho enterprise-.

ting the centennial board of finance,
and apportioning .tho amount of mon
ey to be raised in tho soveral States
on tha basin of imnulnlion. And in
July last tbo President, in accordance
with tho laws ot Congress, nccepted
from Ihe authorities of tho city of
Philadelphia a deed of dedication of
the ground for tho purposes of. tho
celebration, to be under the exoluaivo
control of tbo United Slate commie-
ion, not the commission of Philadoi-
hiii or Pennsylvania, but of tho
Jnitud Slates, and by proclamation
did present to tbo peoplo of tbis nnd
all other civilised countries tho deter
mination of Iho United Slates to cele
brate the centennial anniversary of the
triumph of solf-Governmcnt by moans
of nil international exhibition ; and
subsequently, through the stato de
partment, muted tho governments ot
such counlrios to unite In the exhibition.
Bosidcs, mass meetings of tho people
in all purls of Iho Union bave indorsed
tbo undertaking as proper and patri
otic . '
Nino or ten foreign governments
have acknowledged the civility of the
United Slates in asking them to take
part in tha exhibition, and have signi
fied their intention lo adopt steps to
enable the people of their respectivo
countries to unite in the exhibition.
In view of all these facts and circum
slancos, it is too late tcrtalk about the
matter aa an open question. The bov
eminent and tha people of the United
Statos must consummate on a befitting
scale what they bave aaid to tbe world
they Intended to do or suffer lasting
reproach for having trifled with a very
grave and sacred aulijeot. It will
avail nothing now to say that tho
people of soma state or city prossod
congress into tha work, or some san
guine Individuaf predicted that tha
f-overnmont would not be culled anon
for tnatcfial aid. Tba world will look
at 4te country through the actions of
lis govoraaoenl and its laws. The
bave labored with groat diligonoa to
accomplish tha purposo set forth In
the laws, and many still hold to the
opinion that but for tho commercial
and financial depression that swept
over the entire pountry tbe necessary
mean would have been raised oa the
plan prescribed by congress, t 1

say that if it was an error to ootnmonoe
tbt work it. was not their error, but
tho error of the laws. If It was an
orror to provide for "an International
exhibition," it waa not the fault of the
commission, but tbe error of tho con
gross, fortho law requires the exhibi
tion to be "international." Nor is
thoro any special foroo in the condition
that tha. government should not be
made liable for any of the costs of the
exhibition and celebration. That ro
stiiction was proper and prudent.
But that doos not turbid tbe govern
room coming to tba aid of a patriotic
work which it Inaugurated, and which
is now under its auspices. ' Tbe gov
ernment rauotoomo to tbe aid of the
centennial work or give some sufficient
reason for refusing to do so. What
explanation, I ask, can it make to the
ton fcreign governmental that bave
accepted tbo laws of congress aad the
communications of the president aa an
invitation to tako part in tha exhi
bition, and bave already: adopted the
measuros to that end ? ;
It will not do to aay that it wns
discovered thai tho people of the
United States bud ho inclination to
oelubrato tho founding'of its own
government. It will hardly anawor
to allege that it was discovered that
tho expenditures : would be greater
than our country could boar. The
woi Id would scout this latter reason,
and there would b plenty of critics
cruel enough to show thai 88,000,000
on a population of 40,000,000 will
amount to twenty cents per capita,
and as this bad all to be paid in two
yenrs the exaction would bo dread
fully oppressive. Nor will it do
to say that it was discovered that the
men entrusted with tho management
were not equal to the task,' for there
is probably !. not one of them who
would not gladly givo plaoe,'any hour,
to some one of grunter experionco.
. In conclusion, permit me to say
that I have examined closely Into tho
estimated cost of the work, and into
tho resources and tho estimated re
sources, and feel warranted in saying
that with government aid to the extent
of three or three and a half millions
croditable success could be assurod.
Do not, I pray you, permit a lasting
reproach to come upon our country to
sitvo so small a sum to the treasury.
It would be bettor to leavo nostorily
bonds to pay for tbe lew millions re
quired, than to bequeath them the
shame of our failure. Your obedient

"The Senate, after discussing the
financial question for nearly four
months, came to a partial conclusion
to-day, and adopted a proposition fix
ing the legal-tender circulation at
1400,000,000, the samo as had already
been agreed upon by the House. The
vote on this indicates that tbora is to
bo no revision of action, and it Is the
opinion of Senators representing both
idea of the question that so far as this
goes it is a finality, Tbe next movo
monl is to secure free banking, with
an additional amount of national bank
currency', . It is probable that wbon
the House bill cornea before tbo Sen
ate it will bo amended so aa to in
crease tho national bank circulation
twenty-five or thirty millions, and in
this way will be returned to the IIoubb.
This will satisfy tbe South and tho
West." .
This action on tbo part of Congress
is a confession that the Government
cannot pay its dobts, but will strength
en itself by issuing more promises to
pay. Suppose an individual waa to
acV. upon tbia plan, what would his
credit amount to afterward f If the
government cannot rcjuoiu threo hun
dred and fifty millions of dollars, is it
likely that it can cancel four hundred
million f .Lincoln onco ssgely re
marked that a small debt was moro
easily paid than a large one, or words
to that effect. Tbe Government bad
bellor profit by bis aphorism and
quit administering these doses of sooth
ing syrup which only postpone the
question that should be met now In a
square, manly way.

carrying on a heavy stroke of business
for nearly ten years, nnd has- boon
compelled to issued notes amounting
to (350,000, which aro about maturing.
The creditors expect Smith lo tako up
his notes whon due, but instead of
counting down tho cash to bis crcdi
tors he blandly announces that be can
not meet bis obligations nnloss he Is

backs is a forced loan neither moro
nor lea. People must givo their
grain, their cuttle, their sorvicos for
pieces of paper printed ovor with the
promise to pay dollars, which promise
there U not tho remotest possibility
will evor be kept. In war time people

sent to tho same fact, not for tbe sal
vation of tho country, but for the con
venience of a section.

Apparently the vole now for infla
tion is a turning point in our financial
career, and wo turn to the bad side.
On every hand the evils of the irre
deemable currency are recognized, but
people have been patient Decauee they

trouble arose. On all hands there was
a confident expectation that we should
honestly endeavor tD return to tbe
proper ground of financial operations,
or, at worst, bold on where we were.
But after struggling for a while to be
honest we have given way, and the
inflationists and repudiators bave brok
en down the barriers. All the effort
made aince tho war is given op, and
we pass now Into tbe era of cheap and
illimitable money. Although they fix
the limit now at lour hundred millions,
we may with patience have a thou
sand millions one of these fine days ;
tor this vote is only me Oral step, it
was, as the reports say, "an over
whelming voto." Therefore the infla
tionists know their power, in the
House at least. ' lo the Senate only
the thinking men are against them,
and iheso, of course, are a minority.

for free banking, on which to carry
out Mr. Morton's pretty theory that
for every dollar that has to bo spent
by anybody there must be a separate

two. Temptation in that diroction,
