In conclusion, permit me to say that I have examined closely Into tho estimated cost of the work, and into tho resources and tho estimated re sources, and feel warranted in saying that with government aid to the extent of three or three and a half millions croditable success could be assurod. Do not, I pray you, permit a lasting reproach to come upon our country to sitvo so small a sum to the treasury.
