debato ; while othor motions such as
to take tho voto at an hour namod, or
at tho end of a specified tiino give all
a fair warning, and enable them to
govern themselves accordingly. It is
easy to stigmatize a debato as profit
less, or a speaker as a boro, when the
remarks do not lend to the profits of
tho friends of the proposition. A sin
gle speaker, however, if not cut off
by this gag-luw, can so expose the
mischiefs certain to result from the
passago of the bill as often to convort
tho minority into a majority and do
loat tho Schomo. When a considera
ble minority doggedly opposo a meas
ure, it is prima facie eviJcnco that
.such measure is not properly matured
that it has not been so fur perfected
as to bo really Gl to pass ; and its
postponement is usually good policy.

An invontor proposes to substitute

for a method of carrying out his viows,

amount of steam from a given quanti
ty of fuel.
Wbcn coal is burnt the solid coal is
turned into gnu, a lurgo portion of
heat becomes latent, and is wasted by
volatilizing tho solid. Tho oxygen of
tho at mosphoro is a gas by reason of
tho large amount of beat combined
with it. Whon nine, iron or monganoso
are burned, tho resulting oxyde is a
donao aolid ; little or do heat is wasted,
AB it is not turned into vapor. In ad
dition to this, tho inventor obtains tbo
cosinical boat latent in tho oxygon of
llio atmosphere, and tho result is that
ono pound of cino will evaporate more
than four limes as much water as one
pound of coal, tho advantage of which
un long sea voyages is obvious. Tbo
cine or othor metal thus becomes a
vehicle of power, much larger than
can be obtained from the tamo weight
or bulk of coal, und tho oxie'e of the
mctul may subsequently bo economi
cally reduced nt any convenient place
'where coal is accessible. The follow
ing is llio manner in which it is pro
posed to curry out tho invention ; tho
J'urnaco of the boiler is divided into
.two or more parts; first, tho hoarlb
or grato in which the mutul is burned,
(in this description wo conflno our
selves to the metal r.inc) ; secondly, a
chamber behind tho hearth to collect
llio oxide. In tho case of tubular
boilers, tho heated gas from this
chamber is made to circulato through
tho tubes. The furnace bus the bot
tom and sides, and sometimes tho top
also, of brick, fire clay, or any other

later case pipe or teroors are built in
