It is easy to stigmatize a debato as profit less, or a speaker as a boro, when the remarks do not lend to the profits of tho friends of the proposition. A sin gle speaker, however, if not cut off by this gag-luw, can so expose the mischiefs certain to result from the passago of the bill as often to convort tho minority into a majority and do loat tho Schomo. When a considera ble minority doggedly opposo a meas ure, it is prima facie eviJcnco that .such measure is not properly matured that it has not been so fur perfected as to bo really Gl to pass ; and its postponement is usually good policy.
