JOHNNY AND Hit LITTLE DOO.
Johnny had a llttl. dag,
WitUbeir as bier aa jat,
And every leoe tbat Juhony went
Tbt purp went too, you tat. - 1
Be followed bin to school one day,
That haopeJied to be near.
But when the teaoher booted him, ( i
11 walked off oa bit ear.
Return In bone be met eow,
And at the tow did JI
Bhe tossed bin up Ire hundred feet
And bow la that for high? '
The poor beset ne'er eame down again,
And Johnny wae left a mourner
For tbe parp wu left In the steeple top
Of "tbe little church round the corner."
When Johnny beard hie darling's fate.
A word be Haroely Raid, ,
But toddled home and weeping cried,
"Now put me in my little bod."
Constitutional Reform.
It ifl cow decided that wo are to
liava o curlv opportunity for the re.
vision of our Stuto constitution, and
to incorporate witliin the organio law
such improvements and safeguards as
experience nas rendered nccossary ana
a pruuont regard tor tuo luture aio
tatos. Wa began this great work
. under favorable auspices. Tho peo
ple bad boen prepared to vote upon
tho question by an intelligent discus
sion, snared by the journals ot uotn
parties and tue loading minds oi every
section, and their vote calling tho con
vention very nearly unanimous was
the fruit of careful rcfloction and de
liberate judgmont based thereon. The
Legislature, too, in passing the bill to
provido for holding tbe convention,
rose above all partisan considerations,
and actod with wisdom and fairness.
As finally passed by the adoption of
,tho report ot tbe conlercnce commit
tee of tho two houses it is the matured
views of tho best lawyers in the Sen-ato-
Its leading idea is tho principlo
of minority representation, wbicb,
whatover may be said of it in other
relations, is undonbtcdly right in its
present application. The bill provides
that the convention shall consist of
one hundred and thirty-throo mem
bers; twenty-eight to be elected at
large in the Slate; each ballot to con
tain the names of fourtoen delegates,
.and tho twenty-eight highost in votes
to be declared elected. Six delcgntos
are to be elected at large in tho city
of Philadelphia, each votor to vote for
three., tho six roceiving tho highost
number of votes to be declarod elected.
By this plan there will be thirty-four
delegates olcclod at largo. The re
jnaiuing ninety.nino delegates to be
clotted in the several Senatorial dis
tricts of the Stato, the apportion
ment being throo ior each Senator,
.each voter to vote for two, by which
the partisau minority in each district
will bo alTordod tbe opportunity to
elect one delegato. Tho oloction of
delogates will take plaoe at tho Oe to
iler election, and the convention will
meet in the following month, Novem
ber.
It will thus be soon that the matter,
now in comprehensive sbnpo, and Itur
ily set on foot, has been under the most
favorable circumstances from the be
ginning. What now romains to bo
done is of greater importance perhaps
than anything that bas yet boen ac
complisbed, vis: the election of pure
able, and disinterested men to serve
as delegates. Let us look for a niomont
at the grave and responsible duties
ot the convention : lite revision and
amendment of the constitution will be
Almost equal to the creation of the
(Commonwealth. Wbilo it is not pro.
posed to toamp root and branch the
principles established by our futhers,
.we are to make such important changes
ahat a single error or mistake would
to fatal or dangerous, entailing a long
list or evils, and eventually making
necessary atiothor convention. We
are to conform the old to tho now, to
solve probloms unknow to ourfathors,
and to incorporate truths in govorn
mont only rocenlly discovorocf The
work is one of magnitude, which even
tbe ablest and best ot mon will an
proach with diffidonco and distrust of
themselves. It is also one of honor
which, successfully achieved, will hand
the workers down to a good and last
ing fame, and of which the groatest
tinny oe proua.
'This assomblago imperatively de
mnnds our best mon, those of high
.ability and incorruptible intogrity.
'The people, if not the managers of
Doin parties, mast see to It that only
such aro nominated and elected. Our
State is riob in the ripe and pure minds
luat will be needed. We could name
. a half dozen high-minded, practical
statesmen in nearly every county ;
men who have kopt aloof from the
noisome atmosphere of corrupt noli
tics, of enlarged experience, with sound
ideas of govornmcnt and of the most
.exalted privato virtues. These aro
tho class of men who must servo ns in
the convention. Similar bodios which
have been convened In the Stato aro
.classic from thoscbolastla attainments.
1ilgh qualities, and disinterested publio
spirit of thoir monitors. The results
fit thoir labors, hold in grateful rornotn-
Dranco, navo beon tho happiness, pros.
iperity, and progress of the fstnto.
Tbe twenty-oigbt delogates to be
voted ior at large ebouia not be nomi-
matod by the political conventions, but
'by bodios called for that purpose
only, and which will bottor represent
tbe brains, Stato pride, and morality
of the Commonwealth, than ordinary
assemblages chosen at dolcgate elec
tions. In tho meantime the people
must canvass the namos for thorn
solves, and in this matter at loast, al
together rojoct tho frauds, iutrlguos,
.and narrow projudioes of party pri
maries. Philadelphia Press.

taining tho numbor of Monroe's mla
